Voting for overseas Pakistani would be ensured, ECP tells SC

By APP
April 11, 2013

ISLAMABAD: Just as the Pakistan Tehreek-i-Insaf chief Imran Khan urged the Election Commission of Pakistan (ECP) and the Supreme Court to ensure voting for overseas Pakistanis, the commission on Thursday told the apex court that voting for Pakistanis abroad would be ensured.

The ECP said that home work had been completed to include overseas Pakistanis in the forthcoming general elections. The court was further told that at a recent meeting of the ECP and other functionaries of the government, issues of providing right to franchise to overseas Pakistanis was discussed and had come to a conclusion that their participation would be ensured.

The three member bench of the Supreme Court, comprising Chief Justice Iftikhar Muhammad Chaudhry, Justice Gulzar Ahmed and Justice Sheikh Azmat Saeed, were told details of ECP’s meetings on the matter during the past week.

Director General ECP Sher Afgan told the court that the commission had come to the conclusion that inclusion of overseas Pakistanis in the coming election was possible and as part of the first step Pakistanis residing in ten countries would be included.

“About 4.5 million registered voters are residing in other countries, out of which 3.5 million are in the Middle East and 2.9 million out of this figure are currently living only in two countries of Saudi Arabia and the United Arab Emirates.”

The ECP further stated that the NADRA had made E-voting software for the expatriates and would be utilised during the coming elections. Upon this, Justice Gulzar questioned that when an overseas Pakistani would caste his vote in another country, his vote could also be used in his own constituency which would be tantamount to using one vote twice. The DG ECP though brushed away the concerns, stating that there would be a very small chance of mistakes in the current E-voting system.

Attorney General for Pakistan Irfan Qadir told the court that the first step in this exercise would be a law, as including certain clauses in the legislation, the process would become easier.

Afgan added that per their plan in countries where the population of registered voters was over 100,000, two polling stations would be set up. Any country with less than that number would get one polling station. The court was told that visas for the staff appointed in foreign missions would take two to three weeks.

The bench adjourned further hearing for ten days while directing the ECP to submit further report on the legislation and other matters.

PPP finally shifted from Bhuttos to Zardaris
* ‘Junior Bhutto, Fatima Bhutto unwilling to join politics’
By Kashif Hussain

LAHORE: The last hope for Zulfikar Ali Bhutto’s ‘jialas’ to see his legacy in the party (PPP) ended during the visit of Murtaza Bhutto’s widow Ghinwa Bhutto when she revealed that the grandchildren of Bhutto – Junior Bhutto and Fatima Bhutto – are fed up with the existing political system in Pakistan and have no will to do politics in the near future.
Generally, political pundits and lovers of the Bhuttos’ legacy were speculating enthusiastically that grandson of Bhutto, who is the real heir of Zulfikar Ali Bhutto, founder of the largest political party named PPP (Pakistan People’s Party), especially after the assassination of Benazir, would come into politics and lead the party to save it from shifting from the Bhutto family to the Zardari family, who is leading the main faction of the party these days. But after Ghinwa’s revelations about her children, especially Junior Bhutto, the hopes died to see Bhuttos directly in politics.
Ghinwa Bhutto was on a two-day visit to the city to hold party meeting related to the election agenda, as almost 107 candidates of her party named PPP-Shaheed Bhutto Group are contesting the general election mostly from the province of Sindh. She is also contesting more than two National Assembly and provincial assembly seats from Sindh and also going to face Faryal Talpur, President Asif Ali Zardari’s sister, from constituency NA-207 Larkana.
Ghinwa lives in the Bhutto family home in Karachi with her 23-year-old son Zulfikar Ali Bhutto Junior (named after his grandfather) and her stepdaughter Fatima Bhutto. Ghinwa is leading the faction of PPP as its chairperson nowadays. She established the faction of the PPP in late 1996, after her husband’s assassination, to get justice through political struggle. Murtaza Bhutto was assassinated in 1996, when his sister Benazir Bhutto was in power. At the time of assassination, Fatima Bhutto was just 13 years old, while Zulfikar Ali Bhutto Junior was just six years old.
Fatima Bhutto is a poet, writer and socio-political activist but has already showed her less interest to run political office. She is a prominent thinker among the intellectual community of Pakistani columnists as she is writing columns for Pakistani and international newspapers regularly. Her mother was Fauzia Fasihudin from Afghan-Pashtun background, who was married to Murtaza during his exile in Afghanistan in General Ziaul Haq’s military regime. Her parents divorced when she was just three years old in 1985. Later, her father Mir Murtaza Bhutto married Ghinwa during his exile in Syria.
The grandson of ZAB, Zulfikar Ali Bhutto Junior, now a 23-year-old, was being considered a custodian of the legacy of the Bhuttos in his hometown for the diehard followers of Bhutto.
Ghinwa Bhutto while participating in a Lahore Press Club’s special programme ‘Guest of Honour’ on Sunday answered different questions, including the political future of Junior Bhutto and Fatima Bhutto, and unveiled that both the grandchildren of Bhutto are not interested in entering the field of politics. Shedding light in detail on the mental status and feeling of both the children, she informed that they were highly fed up with the political situation in the country and had no belief in the current political system, “so they would not join it”. However, at one stage, she expressed hope that whenever they would decide to love politics in Pakistan, they would enter the arena as a team.
