As far as Aid figures are concerned, foreign governments give aid to try and increase their influence over the Indian government. Indian government has repeatedly asked foreign governments to stop their aid programme to India:

I have already mentioned that we are too rich with our own natural resources and secondly we are going to earn billions of dollars using transit earning with gas pipelines and roads and railways from china and russia..

Very soon we are going to generate enough energy by 2017 and will be in progress upwards..

I think you got retard, what you are mentioning is a general thing in world even US president and UK prime Minister on every trip to India appeal Indian Investors to bring Investment in there countries.
Infact TATA has become the highest job provider from pvt. sector in UK, and UK prime Minister always Acknowledge it and thank us .
But I doubt they do this in pakistan .........
