Yea unless some private company makes a indigenous truck, there is no for PA to make a indigenous truck itself. PA's current method is to trial trucks and select one. Ghandara then just starts manufacturing a PA specific variant of that truck and PA's need are full filled. As is the case for PA's Mid size cab Isuzus, light size cab Isuzus and Foton trucks.
