That would come under the umbrella of defense spending of 2% to 3%. By the way we have friends in Pakistan to point out our shortcomings so that we can eliminate them. where as we are looking the sunshine like Pakistan has a better missile program than us so that we can also develop to be competitive.

We cannot decide on few parameters if we will go for tests or not. Testing Thermonuclear Weapons would be beneficial for us and India would not dare to bully which they started after their tests in 1998. There is difference of 10-100 times in the strength of Fission Nukes and Fusion (Thermonuclear) Nukes. Conducting new tests would hamper development of any country who goes for it but in 1998, we had to conduct these tests because Indians had become arrogant and out of its mind to an intolerable level. If India exhibits its Thermonuclear Capability with new tests and we do not, they will still feel nearly the same arrogance and might get out of their minds yet again.

In my opinion, if India goes for another series of Nuclear Tests, it would happen after India has some understanding with Yankees. Yankees are in need of India and they will be willing to tolerate new tests and keep India moving in the direction they want it to be. So India might not get penalized to the degree Pakistan might after conducting similar explosions this time.

The issue is complex, no-one can judge on the basis of 3-4 parameters that Pakistan would go for the tests or not.
