NAGPUR: Three members of the Communist Party of India (Maoist) were killed by security forces in Rajnandgoan district of Chhattisgarh on Wednesday night.

“Three dreaded Maoists were killed in the forest of Kopenkadka area under Khadgoan police station limits of Manpur subdivision (of Rajnandgoan) at around 10 p.m. on Wednesday (during an operation) by the district forces and the Indo Tibetan Border Force. Three automatic weapons were also recovered,” Rajandangoan district Superintendent of Police Prashant Agrawal said in a statement.

The anti-Maoist operation was launched based on the intelligence inputs that the Maoists were camping in Kopenkadka area. The security forces stayed in the forest throughout the night and launched a search operation in the morning.

The three Maoists were identified as CPI (Maoist) area committee member Mahesh, area committee member and Palleamadi local operating squad (LOS) commander Rakesh, and Palleamadi LOS deputy commander Ranjit. They were residents of Bastar region and carried a combined reward of ₹13 lakh. The operation was led by the sub-divisional police officer of Manpur, Akash Giripunje; inspector Sonal Gwala; inspector Ajit Ogre; sub-inspector Bharat Bareth and ITBP officers, the SP said.

The security forces recovered one AK-47 rifle, one self-loading rifle and one INSAS rifle from the spot. Inspector General of Police of Durg range Deepanshu Kabra said the recovery of the weapons was an “important and major success”.

The weapons suggest that the Maoists killed were senior leaders as sophisticated automatic weapons are given only to senior leaders in the CPI (Maoist) hierarchy.

Union Home Minister chairs a High Level meeting to review the LWE situation in Chhattisgarh

Shri Rajnath Singh assures all possible support to Chhattisgarh Government

The Union Home Minister Shri Rajnath Singh chaired a High Level Meeting to review the Left Wing Extremism (LWE) situation in Chhattisgarh here today. The meeting was attended by the Chief Minister of Chhattisgarh Dr Raman Singh, the Minister of State for Home Affairs Shri Hansraj Gangaram Ahir, Union Home Secretary Shri Rajiv Gauba, Chief Secretary of Chhattisgarh, DG CRPF and senior officers of the Union Home Ministry and the Chhattisgarh administration.

During the meeting, it was brought out that the declining trend of LWE violence continues across the country which has seen an overall reduction of 21% in violence incidents over corresponding period of last year. The Left Wing Extremists continue to remain under pressure with ever shrinking influence, both in terms of geographical spread and public support. Security and development related measures required to achieve the same were discussed. The Home Minister assured the Chief Minister of all possible support to the State to achieve this objective.

Currently the Centre is providing security related assistance to the State which includes provision of CAPF Bns, helicopters, UAVs and CIAT Schools. In addition, 11 India Reserve Bns and 02 Special India Reserve Bns have been sanctioned to the State. Funds have also been provided for fortification of 75 Police Stations and for capacity building of Special Forces under the Special Infrastructure Scheme.

As part of the multi-pronged strategy to deal with LWE, the Central Government gives equal focus to development measures to bring LWE affected districts at par with other areas. Towards this end, the Central Government has approved a Special Central Assistance Scheme for 35 worst affected LWE districts with an annual outlay of Rs 1000 cr. Important development schemes include the Road Requirement Plan Phase–I under which Chhattisgarh was sanctioned 1988 km of road out of which 1351 km have been completed. Under the newly launched RRP-II, Chhattisgarh has been sanctioned a further 891 km of road. To improve mobile connectivity, 519 mobile towers have been installed in Phase-I. Another 1028 towers are being planned in Phase-II of the project.

As part of efforts to enhance skill development, Chhattisgarh has been sanctioned 09 ITIs and 14 Skill Development Centres. The initiatives taken to improve education infrastructure include approval of 02 Kendriya Vidyalayas at Bijapur and Sukma and 03 JNVs at Bijapur, Narayanpur and Kondagaon. Jagdalpur Medical College has been approved for up-gradation as Centre of Excellence at a cost of 200 Cr under PMSSY.

The Jagdalpur Airport has been included under the Regional Connectivity Scheme and work for making it operational is nearing completion. Financial inclusion initiatives include sanction of 707 post offices and opening of 108 ATMs and 81 bank branches in LWE affected districts in last two years.

A District Reserve Guard (DRG) jawan was on Friday killed in an exchange of fire with naxals in Chhattisgarh’s insurgency-hit Kanker district, police said. The skirmish took place in the forest of Binagunda village under Chhote Bethiya police station limits when a joint team of DRG and local police was out on a search operation, a local police official told PTI.

When the patrolling team was advancing through Binagunda forest, around 250 km from here, it came under heavy fire from a group of ultras leading to the gun-battle between the two sides, he said. However, Maoists soon escaped from the spot on finding security personnel zeroing in on them, he added. “A DRG constable identified as Mohit Patel was killed in the encounter,” the officer said.

On being informed, reinforcements were rushed to the spot and the body of deceased jawan was evacuated from the forest, he added.

At least four personnel of the Central Reserve Police Force were injured when Maoists triggered an IED blast during an encounter with the security forces in Baresandh area of Jharkhand’s Latehar district on Friday. Police said that a joint team of the CRPF and the district police had launched an operation against Maoists in Latu jungle area of Latehar district for the last four days.

“On Friday afternoon, the security forces came face-to-face with a group of Maoists, which led to the exchange of fire. When the forces started closing in on the group, the Maoists triggered an IED blast that caused injuries to four jawans. Their condition is stated to be stable and they have been taken to a hospital Ranchi for better treatment. The search and combing operation is still going on. The operation was launched a couple of days ago,” said Latehar Superintendent of Police Dhananjay Kumar Singh.

The incident comes a day after advisor to the Union Home Ministry on Naxal matters, K Vijay Kumar, visited the state, particularly Latehar, to review the strategy for combating Naxalism in some of the most treacherous terrains in the state. The police and the security forces have launched a number of operations in Latehar, around Budha Pahad and Latu Jungle areas, in the last one year owing to which the Maoists have been put on back-foot.

However, the police have not been able to make decisive inroads in that area owing to difficult terrain and deep entrenchment of the Maoists, who also take advantage of the fact that these areas are on the border with Chhattisgarh.

Four CRPF personnel including an assistant commandant were injured in a landmine explosion in Latu jungle under Baresaad police station of Naxal-affected Latehar district today, police said.

The landmine was allegedly laid by the CPI (Maoists), sources said.

DIG Vipul Shukla said an assistant commandant Gengte, Havildar Nitesh Pandey, Gopal Yadav and Deepak Singh of the para-military force sustained injuries in the incident.

All the injured have been shifted by helicopter to Ranchi for better treatment, he said.

The incident occurred in course of an anti-Naxal operation in the foothills of Budha Pahar — a suspected strong base of the Naxals.

As soon as they reached the foothills, an explosion took place, injuring the security personnel who were cordoning off the Budha Pahar following an incident of abduction of some villagers in adjoining Garwah district.

Budha Pahar borders adjacent districts such as Garwah, Gumla as well as the state of Chattisgarh.

At least eight security personnel of the Central Reserve Police Force (CRPF) and the Jharkhand Police sustained injuries in a fierce encounter with Maoists, during which the latter exploded several Improvised Explosive Devices (IED) in Burha Pahar area of Jharkhand’s Latehar district on Thursday afternoon. The condition of the injured was reported to be out of danger. They have been airlifted to Ranchi, where they have been admitted to Medica Hospital.

The joint teams of CRPF and the Jharkhand Police have been carrying out operations against the Maoists in Burha Pahar area on Jharkhand-Chhattisgarh border for the past many months.

According to the police, around 2.15 pm, it was during the search and combing operations that Maoists exploded several land mines, following which there was fierce exchange between the security personnel and the Maoists.

“At least six personnel of CRPF and one each of district police and Jharkhand Jaguar sustained injuries in the explosions. Nevertheless, our forces continued with their operation during which many naxals are suspected to have been injured. Some could be dead also,” said a police official.

A senior police official said that Captain Sheel Priya Verma of Jharkhand Police, the man who flew the chopper to the Burha Pahar area, showed exemplary courage in managing to evacuate the injured personnel to Ranchi.

“In the conditions prevailing there, it was an extremely brave act and, for this, the Director General of Police has given a commendation letter immediately. The operation has been continuing in the past some time and search and combing operations are still on. Currently, the Jharkhand Police, the CRPF and the Chhattisgarh Police are present around the Burha Pahar and the operations are on,” said the official.

Panel finds 90% cadre not genuine

In what amounts to a rap on the knuckles of the Chhattisgarh government, the Home Ministry has asked it to ensure that only genuine Maoist cadre surrender before the police, and to avoid spiking the numbers through surrender of ‘fake Maoists.’

This was conveyed to Chief Minister Raman Singh, who met Home Minister Rajnath Singh earlier this month.

As per the Home Ministry’s data, in the 10 Left-Wing Extremism (LWE)-affected States taken together, a total of 1,442 Maoists surrendered in 2016. Of this, 1,167 surrenders were from Chhattisgarh alone. The total number of surrenders there in 2015 had been 323.

A screening committee found that more than 90% of the people who had surrendered did not conform to the definition of “Maoist cadre.”

“As many applications were rejected, there was resentment in people who were assured monetary and other rehabilitation benefits. This can lead to another wave of discontent that could be tapped by Maoists,” said a senior government official.

Till October 31 this year, 584 surrenders have taken place overall, as compared to 1,373 during the same period in 2016.

The LWE-affected States and the Home Ministry have framed policies for surrender and rehabilitation of Maoist cadres who want to join the mainstream. A screening-cum-rehabilitation committee comprising officials of the State government and central armed police force (CAPF) officials examines the cases before enrolling them for the rehabilitation scheme.

“During an assessment, it was found that most people who had surrendered were not active Maoist cadres. They had no cases registered against them or were not involved in any encounter,” said the official.

Most of the surrenders in 2016 had taken place in Chhattisgarh’s Bastar region, which was under the operational control of the controversial Inspector General of Police S.R.P Kalluri. Mr. Kalluri was removed from Bastar following allegations of human rights violations.
