Bhubaneswar: Senior police officers of nine Left Wing Extremism (LEW) hit states on Wednesday gathered to discuss ways to tackle Maoist-related problems.


The workshop, organised by the Home Ministry, was chaired by Odisha DGP Sanjeev Marik and attended by intelligence heads Andhra Pradesh, Telangana, Chhattisgarh, Jharkhand, Bihar, Karnataka, Tamil Nadu, Kerala and Bihar.

"There were discussions on successful models being used by the Odisha government in tackling the LWEs," DGP Marik told reporters adding the officers of other states were told on the steps taken by Odisha in successfully controlling the Maoist menace in the past three years.

The meeting was attended by senior officers of the Ministry of Home Affairs (MHA), Odisha DGP Sanjiv Marik, additional DGP A K Sarangi, Intelligence ADG Sunil Roy and other top IPS officers.

The MHA had directed the Maoist-affected states to replicate the strategy used by the Odisha Police to deal with the Red rebels, Marik told reporters after the meeting.

"The focus of the meeting was on Intelligence sharing among the Naxal affected states," he said.

Senior officers of Andhra Pradesh and Telangana shared their views through video presentation of their respective strategies, which have helped them combat Maoist menace successfully in their states.

Among others, senior officers of CRPF, BSF and the Intelligence Bureau were present in the meeting.

Noida: A Naxalite commander, carrying a reward of Rs 5 lakh, has been arrested along with five accomplices from an apartment in Sector 49 here, police said today.

Pradeep Singh Kharwar from Bariyatu village in Jharkhand's Latehar district was last night arrested during a joint operation by the Uttar Pradesh Anti-Terrorism Squad (ATS) and intelligence agencies.

The area commander was hiding in Noida since February 2012. He carried a reward of Rs 5 lakh on his arrest, they said.

A major attack in Delhi and NCR has been averted with the arrest, police claimed, adding six weapons were seized from their possession.

A bodyguard of dreaded Maoist Adilabad (united) District Committee Secretary Mylarapu Adellu alias Bhaskar, Kanthi Ravinder alias Suresh (26), surrendered to Nirmal police on Saturday citing ill-health after two years of his stint as an outlaw.

A resident of Laxmisagar village in Kadem mandal, he had joined the underground movement in 2014 and was a Mangi dalam member but functioned as a gunman to his brother-in-law Adellu, mostly in Gadchiroli and Chhattisgarh.

Producing him at a press conference, Nirmal Superintendent of Police Vishnu S. Warrier said the extremist had actually joined the Maoist ranks in 2011 but had quit it soon after. He was arrested by Metpalli police then.

Ravinder was present at the July 19, 2016 encounter at Aheri in Gadchiroli district of Maharashtra in which three Maoists were killed, including Athram Shobhan alias Charles, the Adilabad Divisional Committee member. He was also involved in the encounter at Lankapalli of Chhattisgarh State which took place on June 12, 2016 in which three other cadres were killed.

Mr. Warrier said the surrender was a good augury for police in the newly-formed district and he complimented Khanapur Circle police for their work. Promising safety on joining the mainstream, he appealed to the extremists to surrender and avail rehabilitation package.

In the case of Ravinder, the SP said he would be given Rs. 1 lakh and other benefits due to him after surrendering.

A huge cache of arms and explosives were recovered from them, say police
The Uttar Pradesh Anti-Terrorist Squad on Sunday claimed to have arrested 10 Maoists, including a former area commander of the People’s War Group. The arrests were carried out at three different locations in Noida and Chandauli, it said.

The reported recoveries from the accused include a huge cache of arms and explosives, including an Insas assault rifle, suspected to have been robbed from police.

Inspector General of Police (ATS) Asim Kumar Arun said the arrested were working to attain three objectives — expand their base in the National Capital Region (NCR), commit crimes to fund their movement in their base areas of eastern U.P. and western Bihar, and carry out strikes in Noida and nearby areas, including the NCR.

While the police claimed to have intercepted to corroborate the crime and the expansion theory, the group’s plans to launch an attack were purportedly unearthed only after explosives and detonators were recovered.

The arrested men have been identified as Ranjit Paswan, Krishna Kumar Ram, Pavan Kumar Jha, Sunil Kumar Yadav, Shailendra Kumar, Sachin Kumar, Suraj, Ashish Saraswat, Brij Kishor Tomar and Sunil Ravidas.

“At least three of them have previous proven or alleged Naxal links. Among them Ranjit was an area commander of the People's War Group and was an expert in bomb-making and gun assembling. He was also convicted in a case in 2004 and went underground immediately after his release in 2012,” said Mr. Arun.

The arrested men had taken two houses and one shop in Noida and had even opened a property dealing business as a front to cover up their Maoist activties.

Under surveillance

“They have been here for the past 11 months. Few weeks ago, a citizen found some suspicious activities going on in the Hindon Vihar flat where some of them were living and informed the local police who, in turn, alerted us. We mounted a surveillance and kept a watch on them. We received a tip-off that soon one of their accomplices would come to drop an AK 47 to Noida and initially we decided to wait till then. But later, we realised it would be too much of a risk as six of them had already gathered at the Hindon Vihar flat,” said Mr. Arun.

It was the same flat where the first raid was made. The ATS team reached the apartment around 7 p.m on Saturday, surrounded the building and managed to arrest the six suspects.

Rifle recovered

“We questioned them, and at their instance, carried out the next set of arrests in the early hours of Sunday at another flat in Sadarpur. Ranjit Paswan told us that their leader Sunil Ravidas was hiding in Chandauli district. A team of police officers conducted a raid and arrested Ravidas from there, also on Sunday. From him an Insas rifle was recovered,” said Mr. Arun.

One suspected member of the outlawed Communist Party of India (Maoist) was killed during an exchange of fire with the security forces in restive Bastar region of Chhattisgarh on Tuesday morning, the police claimed.

“There were reports by villagers from Konta ( a town in Sukma district) that about five to six armed men were spotted near a school last night. The area was cordoned off and searched by Sukma police and the CRPF’s 217th battalion. An exchange of fire between the Maoists and the security forces took place early in the morning today. One dead body of a male Maoist was recovered along with two locally made guns ,” said Sukma Superintendent of Police (SP) Mr.I.Kalyaan Elesela in a statement which was circulated to media by Bastar police chief Mr.Shiv Ram Prasad Kalluri.

Mr.Kalluri also informed that the search of the area was still going on.

UP police nab two more alleged Naxals



The Uttar Pradesh police Special Task Force has claimed to have arrested two more alleged Naxals based on inputs given by suspects nabbed earlier this week.

This takes the number of alleged Naxals arrested in the region to 12, after the UP Anti-Terrorist Squad had on Sunday claimed to have nabbed 10 Maoists, including a former area commander of the People’s War Group. While nine suspects were arrested on the outskirts of the national capital in Noida, one was nabbed from Chandauli district in Purvanchal.

Based on the information given by the suspects arrested in Noida, the UP STF said it launched an operation on October 19, leading to the arrest of two more alleged Naxals from the Darigaon police station of Bihar’s Rohtas district. Police has identified them as Dharamveer Singh Yadav, 36, and Sipahi Ram, 37, said to have been aides of Ranjeet Paswan, a former area commander of the People's War Group.


“Through the intercepted calls, solid evidence was found against them, which was later corroborated by the Naxals already under remand,” a police spokesperson said.

In its earlier operation, in which 10 Maoists were arrested, the police reported recoveries of a huge cache of arms and explosives, including an Insas assault rifle. On Wednesday, a local court in Noida granted the UP ATS remand of four Naxals for a eight-day custody on an application moved by the agency. Apart from Paswan, those under remand are Krishna Kumar Ram, Pavan Kumar Jha and Ashish Saraswat, police said.

Raipur: The Chhattisgarh government on Sunday said it was ready to hold a dialogue with Naxals under the purview of democracy and constitution.

"Mutual dialogue is the foundation of democracy. The state government is ready for talk with any side, including Maoists, to solve the Naxal issue.

"Government's doors for talks with Naxals are always open provided that the dialogue must be under the purview of democracy and constitution," state's Home Minister Ramsewak Paikra said in a statement on sunday.

The Minister said Chief Minister Raman Singh had already said many a times in past that the government is ready for peace talk with naxals if they shun violence and arms.

Moreover, the Chief Minister had also said that the government was ready to embrace naxals, who want to surrender and join the mainstream, Paikra said.

The state government has formulated an attractive surrender and rehabilitation policy for Maoists who wish to surrender and lead a peaceful life, he said, adding that surrendered cadres are taking benefits of the policy.

"The government's policy and intention is clear for a permanent solution of the Maoist problem," he said.

The statement comes in the wake of media reports that the Supreme Court on Friday had asked the Centre and Chhattisgarh government to initiate peace talks to end Maoist violence in the state.

This is the second major encounter and the biggest in Malkangiri district of Odisha.
Twenty-four members of the banned CPI (Maoist) were killed in an encounter with a combined team of the Andhra Pradesh and Odisha police near Jantri in Malkangiri district of Odisha, a few km away from the border with Andhra Pradesh, in the early hours of Monday. This is the highest casualty suffered by the Maoist party in this area.

Speaking to The Hindu Malkangiri Superintendent of Police (SP) Mitrabhanu Mohapatra confirmed the death of 24 Maoists in the joint anti-Maoist operation of both States. The deceased included seven female and 17 male Naxalites.

“As the place where the encounter took place is too remote and is reachable by road from through Andhra Pradesh, the bodies are to be airlifted by helicopter to Malkangiri,” he pointed out. The death toll may increase further as the search operation was still on and several other injured Maoists had escaped into the dense jungle.

“We had received intelligence reports that a major training camp of Maoists was on in the area. Based on this information, Greyhound commandos of Andhra Pradesh and armed forces of the Odisha police took up this joint operation,” said Mr Mohapatra.

Superintendent of Police Rahul Dev Sharma told The Hindu that a few top leaders of the Maoist party might be among the dead, but it would take some time to confirm the same. Two constables were injured in the encounter.

Four AK-47 rifles, three self-loading rifles (SLR), and some other guns were among the goods seized from the spot of encounter.

According to police sources, the exchange of fire occurred at Bejing jungle between Panasput and Ramgarh of this cut-off area. The bodies of the Maoists are likely to be shifted to Chitrakonda in Odisha on the AP border for post mortem.

“The exchange of fire occurred near Balimela reservoir in Odisha,” Director General of Police N. Sambasiva Rao, told The Hindu. A combing police party from the two States noticed the Maoists moving in forests in Malkanagiri area and the exchange of fire erupted, he said.

“We suspect that Maoists of Odisha and AP assembled in forests for a plenary, as many weapons were seized from the spot. Some top Maoist leaders were killed and a few most wanted extremists escaped from the scene. Police can give exact number of deaths later,” said Mr. Rao. The injured Greyhounds constables are being shifted to King George Hospital in Visakhapatnam by helicopters.

“We have intensified combing in the Andhra-Odisha border forests. The injured constables are out of danger,” the DGP said.

Combing operation

It is suspected that Uday, a top Maoist of Odisha, was among those killed in the operation. But it has not been confirmed. He had reward of Rs. 2 lakh on his head. As per the Malkangiri district police, search operation was on in the area and extra force was being sent to the area to intensify the combing operation.

Basing on intelligence reports that a group of around 100 Maoists had gathered in this remote area of Malkangiri district, the joint operation was planned up by the Odisha and Andhra Pradesh police. The Maoist group was part of Andhra-Odisha Border Special Zonal Committee (AOBSZC), led by Ramkrishna alias RK. He was reportedly among those present and he reportedly escaped. It is also suspected that RK’s son was killed during this encounter

Second major encounter

This is the second major encounter and the biggest in Malkangiri district. It is also one of the major incidents on the Andhra-Odisha border area. Thirteen Maoists were killed in an encounter with the police in September 2013 in Podia block in Malkangiri district.

This operation is a major success for security forces, as this district happens to be a major transit zone of Maoists and it borders naxalite-infested areas of Andhra and Chhatisgarh. During the past one year, the strength of Maoists and their support base in Malkangiri had dwindled due to surrender of hundreds of Maoist supporters, including militias. It is suspected that the Maoists had gathered up in a cut-off area of Malkangiri district to re-strengthen their base.

Chitrakonda Reservoir a Maoist stronghold

On October 1, Maoists hijacked boats meant for public transport across the Chitrakonda Reservoir to force the inhabitants of the cut-off area of the reservoir to travel to a meeting organised by extremists at Jantri village to re-strengthen their dwindling base.

The Chitrakonda Reservoir happens to be a major Maoist stronghold due to its inaccessibility. Maoist opposition has delayed the construction of the Gurupriya Bridge that could provide direct road communication to over 150 villages in this cut-off area of the reservoir.

Construction of the bridge is in full swing now under tight security and Maoists are much worried about it and under the leadership of RK are trying hard to reclaim their clout of terror in the area and continue to use it as safe transit zone.

On June 29, 2008, Maoists ambushed a boat carrying Greyhound jawans in the reservoir at Alampaka. Thirty eight persons, including 35 Greyhound jawans from Andhra Pradesh, died in this attack.

Though the police is yet to confirm the news, top leaders like Chalapathi, his wife Aruna, Ganesh, Gajarla Ravi alias Uday, Daya, Pandanna alias Jagan, and Sudheer were among those killed. Top leader of the party RK (Akkiraju Haragopal) has reportedly escaped while his son Munna was among those killed. Two policemen were injured. Four AK 47s, four SLRs, one Insar riffle, about a dozen .303 riffles, some landmines, a laptop, some important documents, were found at the place where the encounter had taken place.

The two police personnel injured are likely to be shifted by helicopter to Visakhapatnam for better treatment. Director General of Police N. Sambasiva Rao and other senior officers are expected to visit the city. He told in Hyderabad that if any Maoist was found injured in the incident, he too would he provided medical aid.

In the continuing offensive against the banned CPI(Maoist) rebels in in the Chitrakonda block of Odisha at the cut-off area close to the Andhra Pradesh-Odisha border, security forces reportedly gunned down three rebels in the early hours of Tuesday.

The Andhra Pradesh's Greyhounds and the SOG of Odisha killed 24 Maoists, including top leaders, near Panasput village under the Chitrakonda police station limits in the early hours of Monday.

However, both Malkangiri SP Mitrabhanu Mohapatra and Visakhapatnam SP Rahul Dev Sharma, who are camping at Malkangiri, did not confirm Tuesday's attack, but stated that they also heard of it and they were trying to establish communication with the combing party.

Visakhapatnam: Mohammed Abubakar, a senior commando of Greyhounds, was home on leave just a week ago. Three days ago, he received a call to join duty for an urgent operation. The operation turned tragic as the commando died in the battle with ultras in the Malkangiri forest area on Monday.

The 27-year-old Abubakar had left home and reported for duty following a phone call from higher officials. After reaching the Munchingput area on Wednesday he told his parents Mohammed Madina and Unnisa Begum that he was on an important mission on the Andhra-Odisha border and requested them not to make any phone calls, says the parents of the slain commando.

“My son said that he would return soon after the operation is over and assured us that he would stay at least a week at home. But, it was my son’s body with blood stains that arrived,'” says his parents.

The family of the slain commando was inconsolable. His father, who is an auto driver suffered much in bringing up Abubakar and his sister. The parents of Abubakar said that the commando liked his sister’s children a lot and used to call them every Sunday.


AP DGP N. Sambasiva Rao and other police officials, visited the slain commando’s home. The DGP gave them a cheque for Rs 20 lakh as ex-gratia and promised them another Rs 18 lakh. His parents will get his salary till superannuation. Dismissing allegations that the Maoists were killed in cold blood Mr Rao said the rebels were killed in battle.

Ranchi: Maoist leader Baleswar Oraon, who was carrying Rs five lakh reward on his head, has surrendered before the Jharkhand Director General of Police D K Pandey.

Oraon surrendered yesterday and was given a cheque of Rs five lakh.

The rebel would also get other benefits under the surrender policy, police spokesman M S Bhatia said.

Oraon was a sub-zonal commander of the outfit and member of its Bihar-Jharkhand Special Area Committee.

He had decided to surrender on July 14 this year, he said.

Maoists murdered two persons, including a village guard, in the Kalahandi district of Odisha accusing them of being police informers.

According to sources, the ultras had kidnapped six persons, including a village guard named Chemu Harijan from Katlang village under Bijipur police station limits, on Tuesday. While others were released later by them, Chemu’s body was found on the village outskirts on Wednesday morning. His throat had been slit open by some sharp weapon. His bike was also burnt down.

In another incident, armed Maoists abducted three persons from Selpang village under Bhawanipatna Sadar police station limits. One of the victims named Lalu Harijan was murdered by Maoists, while the other two were released. Lalu’s body was located on Wednesday afternoon.

On October 15, a female Maoist cadre named Sangita had been killed during an exchange of fire with the security forces in Katlang reserve forest area of Kalahandi district.

It is suspected that the Maoists had killed the two poor Dalits in retaliation.

Intensive combing is on to nab those who escaped the joint strike on Monday; police deny RK is in their custody
Two more cadres of the the banned CPI (Maoist) party were gunned down on Thursday as combing in the dense forests near Pansaput in the Malkangiri district of Odisha, bordering Andhra Pradesh, continued. The operation to nab those who escaped the joint strike by the Andhra Pradesh Greyhounds and Odisha’s Special Operation Group on Monday is on.

Maoists’ charge
Rights activists, meanwhile, have accused the police of holding the party’s important leader, Akkiraju Haragopal, alias Ramakrishna, alias RK, and another top leader, Uday.

Twenty-four leaders and cadres of the Maoist party were killed in an exchange of fire on Monday and four killed on Tuesday as the police continued to scour the area.

Visakhapatnam Superintendent of Police Rahul Dev Sharma told The Hindu earlier on Thursday that two weapons were recovered from the scene, but the identity of the two killed could not be established immediately.

The bodies were shifted to Malkangiri.

Twelve of the 30 bodies of the slain Maoists were buried by the Odisha police in Malkangiri on Saturday.

In all, 30 Maoists were killed in three different ‘encounters’ by the AP Greyhounds. While 24 were killed on September 24, four were killed on September 25 and two on September 27.

The encounters took place in the cut-off areas of Andhra-Odisha Border in Malkangiri district.

While 28 bodies were preserved in Malkangiri, two were preserved at Paderu in Andhra Pradesh.

According to Malkangiri SP Mitrabhanu Mohapatra, 16 of the 28 bodies kept in Malkangiri were identified and taken away by their family members, which included top leaders such as Bakuri Venkatramana alias Ganesh, Prabhakar alias Gangadhar, Uday and Akkiraju Pruthvi alias Munna, who was the son of the Maoist Central Committee member Ramakrishna alias RK.

“We were left with 12 bodies, whose identity was not clear and none had come forward to claim them. As per the Supreme Court guidelines, we waited for more than the prescribed norm of 72 hours and buried them on Saturday,” he said.

The two bodies of the Maoists, who were killed on last Thursday, on the Andhra side of the AOB, are yet to be identified.

According to DIG of Visakhapatnam range Ch. Srikant, the slain Maoists could hail from the Bastar region of Chhattisgarh or Gadchiroli district of Maharashtra. “We have sent the photographs to the police both in Maharashtra and Chhattisgarh, for possible identity clues,” he added.

Regarding the presence of RK at the encounter site or in the police custody, the DIG said it was just a rumour or an allegation being made by the frontal organisations of the Maoists to exert pressure on the police.

But sources in the police engaged in the operation say the top Maoist leader may still be present in the area and may be hiding in one of the remote villages.

Combing on

Combing in the area is difficult without specific inputs and there may be a possibility that both RK and Uday were present at the camp, as it was a big congregation of the Maoists, with top cadres from Chhattisgarh, Gadchiroli, Odisha, East Godavari and AOB present.

Raipur: A tribal villager, who was at the forefront of a protest against Maoist activities in his village, was killed by Naxals in Chhattisgarh's insurgency-hit Sukma district, police said on Sunday.

The victim, identified as Samnath Baghel (28), was brutally killed with sharp edged weapons on Friday night at his native Nama village, a senior police official said.

The village is located about 20 kms from Tongpal on National Highway-30, which connects Jagdalpur to Sukma, which is around 400 kms from here.

Youths from Nama and the neighbouring Kumakoleng village (both fall under Kumakoleng village panchayat) had been demonstrating against Naxal activities in their villages.

Armed with bow and arrows and other traditional weapons, the youths in the area can be seen patrolling the peripheral areas of their villages throughout the night to ban the entry of rebels.

Baghel and his friend Aayta had led the protest and they mostly stayed away from home during the night hours for patrolling.

"On Friday, Baghel was at home with his wife to take care of their newborn. Suddenly, a group of armed guerrillas stormed into his house and killed him in front of his family warning locals not to engage in anti-Naxal demonstrations," the official said.

After the incident came to light, senior police officials of Bastar, including?Inspector General of Police (Bastar Range) SRP Kalluri,?reached the spot yesterday.

A case has been registered in this connection, he said adding that?assailants have been identified and a combing operation was launched to arrest them.

Rajnandgaon (Chhattisgarh): A police official was shot dead by suspected Naxals this evening in Chhattisgarh's insurgency-affected Rajnandgaon district, police said.

Assistant sub-inspector Narbad Boga (54) was killed around 6 PM near Chirchari village under Baghnadi police station limits on Raipur-Nagpur national highway, a senior police official said.

Boga and two other policemen had been sent there from Baghnadi after a report of road accident on the highway was received.

Two motorcycle-borne men fired on them and fled inside the forest. "While Boga sustained two bullet injuries in the incident, other two jawans escaped unhurt," the police officer said.

Security forces were rushed to the spot. Boga was taken to Rajnandgaon district headquarters where he succumbed during treatment.

"Prima facie it appears to be?the handiwork of?Maoists as the area borders on Maoist-affected region. However it would be too early to come to conclusion," the official said.

A combing operation was launched to nab the assailants, he added.
