Even numerous of our projects run on priority basis. Limited funds get assigned to whatever is deemed priority.

We spend a lot on payroll, pensions, subsidies, debt repayments, etc, and our leaders opt to swell those liabilities rather than grow income. I get we have a weak hand, but we can get past it with the right leadership. That's the key. The Sahaba (RA), British, Americans, etc, are all testaments to this fact.
