Overwhelming presence of military, paramilitary and police forces gave visiting American diplomat the impression that Imphal was under occupation

In an assessment of the situation in Manipur in 2006, American Consul General in Kolkata Henry Jardine wrote that the overwhelming presence of military, paramilitary and police officers contributed to the impression that Imphal was under military occupation.

“In ConGen's many interactions, even with some government officials, a reoccurring comment was that Manipur was less a state and more a colony of India,” he reported in a cable sent on September 1, 2006 (76968: confidential The Hindu : The India Cables / The Cables : 76968: Manipur experiences escalating violence).

“The general use of the AFSPA [Armed Forces Special Powers Act] meant that the Manipuris did not have the same rights of other Indian citizens and restrictions on travel to the state added to a sense of isolation and separation from the rest of India proper,” he added.

“Several Manipuris,” he recalled, “argued that they had greater rights under the British Raj than under the present federation.”

The Indian civil servants were also clearly frustrated with their inability to stem the growing violence and anarchy in the State, feeling their efforts to effectively control the insurgencies were hamstrung by local politicians either in league with or at least through corruption, helping to finance the insurgents, he said.

Rampant corruption was complicating the effort to control the rising violence and a lot of money was being taken as kickbacks from contracts and government projects, the cable reported, adding: “The corruption results in a nexus between politicians and the insurgent groups. At a dinner reception, Chief Secretary [Jarnail] Singh noted that many politicians have links with or receive support from the insurgent groups.”

Rights violations

According to the leaked Embassy cable, authorities have committed numerous human rights violations under the AFSPA. “Governor [S.S.] Sidhu admitted to ConGen that the Assam Rifles in particular are perpetrators of violations.”

these foreigners always see problem in other countries esp americans, somebody should ask them that we have deployed our forces within our country what abt ur forces, they are deployed all over the world illegally.

it was 2006,when naxalism was on high...but now it has come down and development works are going on in manipur..coz i know a manipuri studying engineering here and he has told me the current situation is good...

But BS congress is not concentrating on the development of NE...
 
This is the thought of an American diplomat! If Manipur is under occupation than rest of the India as well. Come to Delhi and Kolkata you will se thousands of army personals, now they don't come under Indian 'occupation'!! :lol:

I had many friends from Manipur, they never said anything like that. The main cause of violence in Manipur is between Naga and Manipuris. Where Nagaland wants few districts of Manipur into their state.
 
This year's highest peacetime gallantry award Ashok Chakra given to a Manipuri Major Laishram Jyotin Singh, who fought bare-handed with a heavily-armed terrorist and saved 10 colleagues during an attack on Indians in Kabul in February 2010.

Selective posting of the topic about a US ConGen who is as clueless as ever.

Manipur suffers from over 30 active insurgency groups claiming to represent various ethnic and community interests but mostly are simply kidnapping and extortion rackets.

Insurgent groups that may have initially intended to advocate for various community rights have devolved into criminal gangs and have splintered as individual members seek their own financial benefit.

And these criminal groups have to be handled with an Iron Hand.

So what do you want? that you see only the problems of others like pakistan , bangladesh china etc? If there is terrorism in your country and your countrymen are involved in terrorism ,Everybody has a right to discuss it.:blah::blah:

i m not stopping anyone, that was my personal view. BTW manipur is well off than many other places in this world

But the main difference is that the terrorism does not affect other nations unlike some others or in the words of David Cameron," We dont export terror".

So basically its a non-issue for others and an internal issue for us.

BTW, how can it be an internal issue if you people claim that these groups get external support or alternatively some 'neighbors' have been assisting them, or if these groups have been joining hands with those terrorists who came from 'outside'?
 
It s the politicians over there that aid and give cover to the militants.......as well as the influx of Muslims in the Northeast thru Bangla....in the future it is going to cause violence in the region if there is no check.

I know some of the illegal migration is due to economic hardships but you have to wonder it is an ISI and CHina strategy that is being supported by certain elements in Nepal and Bangla. ANy thoughts
