I dont know about other country, but as per Pakistani constitution President is the last resort after supreme court. President can forgive or reopen hearing in court where decision is already made.
And i think there is a clause where president can call help from army. If parliament is unable to imploy state writ. (Will look for that clause)
Before the 18th amendment, president had authority over the elected assembly. Whenever president saw disaster in the making, he dissolved the assembly and new elections were called. Its not happening anymore as corrupt Noora / Zordari changed the system to their benefit.
