Dhaka, Apr 18 (bdnews24.com) – India has warned Bangladesh's political leadership, including prime minister Sheikh Hasina, of a possible assassination plot, an Indian newspaper reported Saturday.

The Indian Express said foreign secretary Shiv Shankar Menon had informed Dhaka of the threat during a recent visit.

Menon arrived in the capital on an "unscheduled visit" on Apr 12.

Bangladesh foreign ministry officials had said it was the first time an Indian foreign secretary had arrived without prior announcement at such short notice.

Indian officials in Dhakahad played down the 'unnanounced' element, saying the trip was just "part of ongoing dialogue between friends, between neighbours".

The Express on Saturday, however, quoting unnamed sources, said Menon during the visit exchanged notes with his Bangladesh counterpart on the activities of radical groups that were suspected to have played a role in the recent BDR massacre.

The paper, quoting the sources, said: "New Delhi picked up intelligence on this in the form of 'electronic chatter' by terrorist groups active in the neighbourhood in recent weeks".

"[T]here was specific intelligence on a plot to target the new Sheikh Hasina government in those conversations intercepted by Indian intelligence agencies. That prompted India to go ahead and warn the Bangladesh top brass of the threat," it said.

Radical and terror groups in Bangladesh were under pressure since the Awami League government came to power in January, pledging to crack down on terror elements, said the paper.

"New Delhi fears the BDR plot was one of the ways to destabilise the newly elected government ... This is what is believed to have triggered these radical groups to plan an assassination," the newspaper said.

Similar warning ahead of December elections

An Indian television network last December reported that Islamist militants were planning to assassinate Awami League president Sheikh Hasina, before she came to power in January.

CNN-IBN, just days ahead of the Dec 29 general election, said the former prime minister had been warned by Indian intelligence agencies that a six-member suicide squad of the banned Harkat-ul-Jihad-e-Islami Bangladesh was planning an attempt on her life.

Indian high commission spokesperson Deepak Mittal said at the time he was not aware of the warning.

India has warned Bangladesh of a possible assassination plot targeting the country’s political leadership, including Prime Minister Sheikh Hasina, during Foreign secretary Shiv Shanker Menon’s visit to Dhaka early this week.

Home Ministry, sources told The Indian Express, said that New Delhi picked up intelligence on this in the form of “electronic chatter” by terrorist groups active in the neighbourhood in recent weeks.

Sources said there was specific intelligence on a plot to target the new Sheikh Hasina Government in those conversations intercepted by Indian intelligence agencies. That prompted India to go ahead and warn the Bangladesh top brass of the threat. Given the sensitivity of the information, Menon himself went to Dhaka to convey the information.

The Foreign Secretary met Hasina, Bangladesh Foreign Minister Dipu Moni, Foreign Secretary Mohammad Touhid Hossain and Bangladesh Army chief General Moin U Ahmed on Monday.

Radical and terror groups in Bangladesh have been under pressure after the Sheikh Hasina Government came to power earlier this year.

New Delhi and Dhaka have an agreement to share information on counter-terrorism and in this context, Menon exchanged notes with his counterpart on the activities of the radical groups operating in Bangladesh and are suspected to have played a role in the recent BDR massacre.

In the first high-level contact with Bangladesh after the February 25 BDR mutiny, India is believed to have emphasised the need to crack down on elements which aim to destabilise peace and security in the two countries in particular and the region as a whole.

Since I have not been too far wrong in my predictions so far (although on occasion I have attempted to reverse the outcomes) I think I can make some observations on The India Express report. I doubt that India has any specific intelligence on any assassination plots against the government or has intercepted any 'electronic chatter' of terrorist groups involved in such a conspiracy. The unannounced visit of the Indian Foreign Secretary and the follow-up news report in the Express was really intended to preempt such a threat to Sheikh Hasina’s life. Since India is now engaged in a lengthy elections process it would not be able to come to Sheikh Hasina’s aid if anything were to happen hence the advance warning.

It is entirely likely that this AL administration has accumulated a number of enemies especially due to its likely involvement in the BDR mutiny as hinted in the New Age editorial today (April 18, 2009),

“Disturbingly still, there is also growing concern, especially among army officers and BDR jawans who were not involved with the BDR tragedy, that a plot may be on to derail the investigations and tamper with the findings of the ongoing inquests. Apprehension is also there that the findings of the investigations might not be properly reflected in the reports of the probe committees due in less than a month. Should such apprehension be even perceived to have come true, the consequence could be dangerous for our nation state.”

This is of course one of the factors for the ill will felt against this government with others including the power crisis, political repression, War crimes trials and corruption. The threat to this government clearly does not come from an amorphous group of Islamist terrorists whose attempts to perpetrate violent acts have been largely thwarted during the last 4 years.

The significant aspect of the Express report is the last paragraph which appears to suggest that a successful attempt on Hasina’s life or a takeover of power would necessarily be perpetrated by Islamist terrorists which would be considered in New Delhi as a threat to Indian and regional security and would justify intervention. One would have to read carefully between the lines to come to this conclusion but anyone who has studied wider Indian strategic objectives would understand the implications of this message. The most important point is that the Indian threat is at this point an empty one hence the very public visit of the Indian Foreign Secretary to preempt any undermining of this government while India is distracted. Some in Bangladesh would be justified in arguing that this is direct interference in the internal affairs of Bangladesh but since the Express message is couched in indirect terms the threat is only implied. No one would argue that the Indian’s weren’t clever if not sneaky, devious and cunning at the same time.

so india passed on some intel to bangladesh. thats it man! how can u 'guess' there is no threat? hasn't it happened before? yes it has, in 2004. so its possible some ppl are trying to eliminate her to promote their brand of politics. you seem not at all worried abt the security of your nation's leader. such complacency is not good.

Apparently the same media knew about the death of general shakil within hour of massacre in Dhaka. So I assume they probably know something with their future vision.

Why don't India take this la-hasina to their country. I mean her allegiance lied in deli any way so we Bangladeshi don't have any problem if she is gone to her master country. Please take her and spare us from misery. We will be Grateful to you this time. Honestly :D

Ministers say as Indian media reported warning of 'assassination attempt'

The government has taken necessary measures to ward off terror attacks following India's warning of plots to assassinate top political leadership including Prime Minister Sheikh Hasina.

Home Minister Sahara Khatun yesterday told reporters, "We have asked the law enforcement and intelligence agencies to be on high alert so that no-one can harm the prime minister. Besides, people will always be there to resist the schemers--be they local or international."

Sources close to the Prime Minister's Office said the intelligence agencies have been asked to rev up efforts to track down the “conspirators”.

The issue of Hasina's security came to the fore after the Indian media reported that their Foreign Secretary Shiv Shankar Menon in his visit to Dhaka last week alerted the Bangladesh government to the possibility of attacks on the PM and other leaders.

Quoting unidentified home ministry sources, the Indian Express said New Delhi picked up intelligence on this in the form of “electronic chatter by terrorist groups active in the neighbourhood in recent weeks”.

"There was specific intelligence on a plot to target the new Sheikh Hasina government in those conversations intercepted by Indian intelligence agencies," said the daily.

Given the sensitivity of the issue, Menon himself went to Dhaka to communicate the leads to the Bangladesh authorities, it added.

Besides calling on the prime minister, he met Foreign Minister Dipu Moni, State Minister Dr Hasan Mahmud, Foreign Secretary Md Touhid Hossain and Chief of Army Staff General Moeen U Ahmed on Monday.

Hasina, also president of the ruling Awami League (AL), has shared the information with some of her cabinet and party members.

A number of her colleagues told The Daily Star last night that she does not fear for her life.

Commerce Minister Col (retd) Faruk Khan said some quarters have long been out to kill Hasina. There have been at least 20 attempts including the 21 August grenade attack on her.

"However, we are not afraid. The government has already taken necessary measurers to ensure her security," he said.

The AL leader said conspiracy would bring no result. Tough actions would be taken against the plotters.

“No matter how hard they try, they won't be able to stop us working for the people under Sheikh Hasina's leadership.”

Asked who he thinks are the conspirators, he replied, "Those who don't want the country to make progress and those who want to see it become a failed state."

According to Indian media reports, Menon exchanged notes with his counterpart on the activities of the radical groups that operate in Bangladesh and are suspected to have played a role in the February 25 bloodbath at BDR Pilkhana headquarters.

In the first high-level contact with Bangladesh after the mutiny by border guards, India is believed to have emphasised the need to crack down on elements which aim to destabilise peace and security in the two countries in particular and the region as a whole.

You completely missed the point of the last paragraph.
 
Now that india revealed and admitted RAW’s reach inside Bangladesh, there couldn’t be better time to ask why india kept quite before Peelkhana massacre? Oh, we know that already – india was behind the massacre. indian double face involvement in Peelkhana massacre and thereafter in BD internal affairs, once more proven by their own action.

And for Awami league, they promptly fortified security on secret advice from indian master but forcefully prevented RAB and other forces to stop massacre of 50 some army officers in Peelkhana and continuously deceiving people about it.

Another important fact to notice here is how Awami govt outsourced Bangladesh intelligence operation to india - treachery by no lesser degree than what committed in 1971.

Now that india revealed and admitted RAW’s reach inside Bangladesh, there couldn’t be better time to ask why india kept quite before Peelkhana massacre? Oh, we know that already – india was behind the massacre.

This was your own military force, why BD inteligence and military failed to pick that up? Please provide some proof where it cleary imlicates India in BDR incident.

India is desperate to send its forces inside Bangladesh. Bravo our BD brothers for keeping Indian army out of Bangladesh for all these years.

Indian tried all tactics to keep tab on Bangladesh but still failed to make Bangladeshis their slaves.

Now its up to use of such dirty tricks of creating fear like Americans.


why would BD needs Indian army which even failed to counter 12 boys.

Recently India has started another propaganda to malign DGFI by linking it to Al-aqeda.

BD brothers better watch out.
