NEW DELHI - India announced a four percent increase in defense spending to $32 billion in its annual budget Feb. 26, a day after Pakistan voiced concerns over its rival's military modernization.

"Secure borders and security of life and property foster development and needless to say, any additional requirement for the security of the nation will be provided for," Finance Minister Pranab Mukherjee told parliament.

Spending on the military - the world's fourth largest - was put at 1.47trillion rupees ($32 billion) for the financial year to March 2011.

Last year's budget hiked defense expenditure by almost a quarter - the sharpest rise ever.

Mukherjee earmarked $13 billion for modernization projects, $12.4 billion for the million-plus army, with $3.3 billion for the air force and about $2 billion for the navy.

On Feb. 25, Pakistan's Foreign Secretary Salman Bashir - in New Delhi for talks with his Indian counterpart - had warned that India's military modernization program threatened stability in a "nuclearized" South Asia.

"New war doctrines, a tremendous boost to defense spending, the induction of new sophisticated weapons systems; these are elements that are prejudicial to regional security and stability," Bashir told reporters.

New Delhi, which last month inducted its longest range nuclear-tipped missile into the army, plans to spend up to 30 billion dollars modernizing its military by 2012, according to the defense ministry.

India has fought three wars with Pakistan since independence in 1947 and a brief but bitter war with China in 1962 over a border dispute which remains unresolved.

The largest weapons buyer among emerging countries, India has imported military hardware worth $28 billion dollars since 2000 mainly from Russia, Israel, France and Britain.

Pakistan Sounds Warnings Over India Buildup

NEW DELHI - Pakistan warned Feb. 25 that India's huge military modernization program posed a serious threat to stability in a "nuclearized" South Asian region.

"New war doctrines, tremendous boost to the defense spending, induction of new sophisticated weapons systems, these are elements that are prejudicial to regional security and stability," Pakistan Foreign Secretary Salman Bashir said.

His comments followed talks in New Delhi with his Indian counterpart, Nirupama Rao - the first direct discussions between the nuclear-armed South Asian rivals since the November 2008 Mumbai terrorist attacks.

India, which last month inducted its longest range nuclear-tipped missile into the army, has plans to spend up to $30 billion on its military by 2012.

India is scheduled to unveil its 2010-11 defense budget Feb. 26, a budget that was jacked up by 24 percent to 1.42 trillion rupees ($28.4 billion) the previous year.

Bashir described as "irresponsible" comments by Indian Army chief Deepak Kapoor in December that India must be prepared to fight simultaneous wars on "two fronts" - a clear reference to Pakistan and China.

India has fought three wars with Pakistan since independence in 1947, and a brief but bitter war with China in 1962 over a border dispute that remains unresolved.

"We have drawn the attention of the international community to the importance of preserving the regional balance between Pakistan and India," Bashir said. "This is a nuclearized region, and it is important that Pakistan and India engage meaningfully on the whole range of issues under regional peace and security."

70% of India's equipment are old , decades old and are of little use its wise to invest now before its too late. And more over non of the wars with Pakistan were started by India and we have no intentions of invading Pakistan. We just want peace and no cross border terrorism.:cheers:
 
People only talk about recent spending, they forget that for 3 decade India did not bought anything.
Our fighter strength is currently 29 squadron as against 39.5 sanctioned
so we are 10.5 squadron less then minimum required.
We have not bought artillery since 1983.
Our Navy have depleting force, new submarine yet not available old are hardly of use.

A simple analogy is when a person buys cloths it gets, it has buy new to replace them when they become unwearable and he has to replace it, that does not mean he is spending on luxury it is their need.

india had war with all its neighbors in the past 6 decades, increasing spending does trigger concerns of those invaded by india - including China.

We have been war with only two neighbors ..if you have do some research about your country..you will be surprised to see how many conflicts you have with your neighbors..so can you cut the crap and talk about the subject?

But China has 14 at land and 6 at sea:North Korea, Russia, Mongolia, Kazakhstan, Kyrgyzstan, Tajikistan, Afghanistan, Pakistan, India, Bhutan, Nepal, Myanmar, Laos and Vietnam,(and Sikkim is no longer a ountry)

India deployed troops to the Sri Lanka civil war, eventually even got your own PM killed.

India illegally invaded and occupied part of Pakistan and forced the formation of Bangladesh.

Let's also don't forget about the fact that Sikkim is still illegally occupied by india.
