Govt decides to outsource country’s three major airports

The government decided on Friday to outsource airports in Islamabad, Lahore, and Karachi in a bid to attract foreign direct investment and provide “world-class facilities” to passengers.

The decision was taken in a meeting chaired by Prime Minister Shehbaz Sharif to discuss matters pertaining to the aviation sector, a PM Office press release said.

It was decided that the government would hire the services of operators of international repute to run three major airports in the first phase.

As per the plan, the international operators would help run the said entities for a period of 20-25 years.

The meeting also decided to engage the International Finance Corporation to provide consultancy services.

The international operators would provide the services of international standards at the said airports besides uplifting them through foreign investment.

The meeting gave the Public Private Partnership Authority a go-ahead to initiate the formalities.

The prime minister instructed the authority to ensure the accomplishment of the process transparently and in accordance with the highest standards.

The participants were also told that 44 countries were pursuing the public-private-partnership formula including the US, UK, India, Bahrain, and Brazil where the airports were run under the PPP mode.

Smart move, why spend billions in operations we don't specialize in? This way we get revenue and the operators will make sure they turn a profit for themselves by providing top notch travel experience as well as increasing the flight management and flight operations at a reduced cost. These operators will also help expand the airline business in Pakistan also.

My brothers son-in-laws company GMR group are involved in airport infrastructure and management. They built Hyderabad International Airport under public private partnership basis. They offer one of the best airport management services and are operators of GMR International Airport, Hyderabad, GMR Delhi Airport and Mactan Cebu International Airport, Philippines
I doubt if they would risk bidding for your airports contract 🤔.

We already using this out sourcing of sea terminals where foreigners milk our most reliable financial pockets

İt's not about specializations it's about stop using political influence in these organization let them work freely as corporate as simple as this our terminals at sea sending billions to other but for us we get pennies in return and salary package for such skilled jobs is nothing in outsourcing

And what you gain in out sourcing that will be taken by corrupt leaders we have nothing money gone state entity gone

If you drop the political drama out of the discussion, we can have an educated and intellectual discussion. In Dubai / US and many other nations, it's international consortiums that run large projects like the one here and are responsible to bring in investments, growth, etc. These institutions are brought in because they have serious regulatory oversight by various governments and 3rd party auditing organizations so that their purpose is well used, that is to efficiently deliver, grow and sustain a profit. They don't pay political parties or their heads. They pay to the national treasury and I hate to say it, but all politicians are corrupt. I've personally seen evidence of it. So let's minus the political aspect and talk about how bringing in such global "performance based" organizations can help our badly structured system plaguing with political mess and appointments.

If political stability returns and the economy picks up, this development could capitalize on the rebuilding of ML-1 of the railways as a feeder system for the airports. In Lahore for example a 5 km long tunnel with a rail connection could be built between the airport terminal and the Lahore Cantt Station. That rail service could use the rail line as a commuter line as well to serve the expanding parts of Lahore. Getting to and from the airport, quickly and seamlessly will also allow people to check in with ease, go through security and spend that time before board, shopping in the terminal or enjoying a decent meal before boarding. But know how we really operate, It would also allow people to get to the airport at the last possible moment, with extended family to pick them up or drop them off, and all these extra people could also be customers at airport restaurants and amenities.

This kind of similar model could be applied to Islamabad airport, Peshawar airport, and Karachi Airport.

Connecting to rail stations and the rail lines connecting to bus terminals and cities along the rail routes, these business could benefit from outcompeting other airports in the country, giving PIA (or any other airline at these airports) a chance to operate from these airports and servicing passengers from more cities, ensuring planes travel full and more frequently.

Secondly, carriers could operate from these airports, with just one type of medium haul aircraft like the A321LR (4000 nautical mile range, which is comfortably within the Karachi-Manchester distance. If desired and allowed by Britain, PIA could refuel and continue on to many destinations in North America with this same jet), to domestic, regional and most of European and Asian hubs, where other carriers take passengers further, increasing the number of flights per day; more throughput at the airports.

If PIA can get back to this kind of model, it could sell tickets for cheaper prices, potentially pickup non-Pakistani passengers, flying via PIA between Europe and Asia, similar to its original business model. It doesn’t have to be an all budget airline. It could operate a two class option, mostly economy with some in a business/first class like JetBlue’s Mint Service.

For safety, the plane could do a stop over in Islamabad or Lahore, where it could refuel on its way to all points West. This flexibility could allow Pakistan based airlines to offer flights with larger carriers, such as The Gulf carriers, Turkish, or any of the European carriers to offer the cheapest possible flight for travelers, increasing the ability for people to travel to and from Pakistan, and therefore spend more each time they visit the airport.
