Not sure if you've heard of Payoneer and wise. These are digital payment solutions which almost act as a foreign bank account. Not exactly the same but still gets the work done

During IK government they hit freelancers hard with taxes which were not justified. Previously on freelancers income there were no tax because that income isn't being generated in Pakistan.
Don't discourage the ones bringing dollar inside the country.

Did they? I was in Pakistan and as far as I know there was no tax on freelancers.

Why should freelancers be any different from any other labor for tax purposes ?
Backing can mean other things such as providing shared infrastructure connectivity, incentive for bringing in hard currency etc
