Yes, because of bad policies of letting people whose culture is incompatible with Europe. It's not that they were herded into ghettos, they have access to education,health care, jobs, just like other citizens. Their problems are cultural ones and thus is what should be addressed. Anyway, seeing their failure to adapt should give more weight to the fact that importing more like them is a terrible ideea.

The solution now is pro active steps. You see,when racist whites in the US didn't want blacks next to them,black kids were brought under police escorts in schools. Europe should take upon itself to modernize Islam, by hook or crook.

Which solution? We are trying hard to avoid our mistakes in the past, but we are failing.These people need affordable living space, but there are only two areas, in social hot spots or in the countryside, where a lot of housing is empty due to the increasing urbanization.
Now, we wanted to separate them and divide them into small groups and distribute them widely. On the one hand, we would have avoided ghetto formation; on the other hand, it would have been easy for them to get in contact with local people.
Now sometime change their legal status and they may choose where they would live and where does it go then? In the city, where they may even have family and friends, and basically the job offers are closer. Until then, the state could influence the situation, but now...nada.
