but if FIghters fly low and doesnt come in enemy radars and then climb and shoot and scoot from 50-60kms that should work right?
No because modern fighter jet radars is built built on principle/rule LOOK DOWN SHOOT DOWN principle @Tumba

In a dog fight scenario this is possible but when you fly low (considering there are only two aircrafts) then the other will dive and and when you climb up then the other can climb too. The 50-60 km range IR and RADAR both are working added by your rate of turn and rate of climb. a higher TWR and high off bore sight missiles with sustained turn rate, AOA etc all of that will come in play.

But in a combat formation, not all are high or nor are low. There is an opp that you will show up in someones screen.

Their have been 4 blocks of the rafale so far

Rafale F1 - Which included just air to air capabilites with missiles like MATRA, MICA and ASRAAM, as well as a PESA radar
Rafale F2 - Which added Air to Ground Weapons like SCALP Cruise Missiles, Hammer LGB , Brimstone Anti Armour Missiles as well as Exocet Anti Ship missiles. This version also introduced Spectra E/W Suite.

Rafale F3 - Which added a powerful AESA Radar, Meteor A2A Missiles, Nuclear Strike Capability

Rafale F4 - Which is under development, It will upgrade radar, as well as improved capabilities in the Helmet-Mounted Display, it will be more effective in network-centric warfare (more data exchange, and satellite communication) and it can operate with the Talios targeting pod. It will be ordered in 2023 and delivery between 2027 and 2030

French Air force and navy currently operates 104 and 48 Rafales respectively, with Airforce operating both the F2 and F3 Standard and Navy operating mainly the F2.
Thats because the french navy Rafale Ms were all of the older F1 standards, which were upgraded to the F2, but wont receive the F3 update since it doesnt add too much in terms of capability required from a naval fighter.
France has announced plans to acquire 28 Rafale F4 fighters for their air-force and update the remaining fighters to the F4 standard.

Indian Air-force version is called the Rafale F3R, which is basically the Rafale F3 with the HMD system from Rafale F4 and with Israeli Lightening Targeting pods instead of Talios Pods, so as to ensures compatibility with our existing Spice LGBs which equip our Mirages, Su30MKI , Jaguar Fighters

So You can say that as of now India will get the better Rafale than the french, but that advantage will only last till the french upgrade their Rafales to F4 standard

Indeed. As PDF informs us Pakistan is definitely and most assuredly acquiring F16 Blk70/72 . This has been promised. Trump who has a burning passionate admiration for the most handsome PM in the world, and was so totally absolutely impressed by the greatest statesman of this century and last that he offered, without IK even asking for any weapons.

No need for concern, Blk70 are on the way for Pakistan

According to the current military programming law,225 Rafale should be in service by 2030. (185 for the air force and 40 for the navy)

France currently plans to field 225 Rafale. Not sure if more will be ordered and which platform will replace in the future the 55 Mirage 2000D of the air force that are currently being modernized.
