CDA shows the door to ISI officer

ISLAMABAD: The Capital Development Authority (CDA) has finally shown the door to a senior Inter-Services Intelligence (ISI) official who had been working in the civic agency on deputation since April last year.

The official was posted as the director general for administration until Feb 9, but was under investigation for ‘misconduct’ following the leak of a video where the officer was caught allegedly harassing a woman in an elevator.

The video, gleaned from security cameras at the Pak-China Friendship Centre, was reported to the authorities by the CDA security directorate.

Officer’s services were repatriated to parent department after probe into ‘misconduct’
Initially, CDA repatriated the officer to the ISI without giving a reason. A CDA letter from Feb 9 addressed to the Cabinet Division and the ISI stated that the officer, “presently posted as director general (administration), CDA, on deputation basis, is hereby repatriated to his parent department, i.e. directorate general Inter Services Intelligence, government of Pakistan, Islamabad and struck off the strength of CDA with immediate effect (sic)”.

Sources in the CDA claimed that the inquiry report was not sent to Cabinet Division at the accused officer’s behest and that the authority repatriated his services without mentioning the allegations.

On Feb 20, a deputy secretary of the Cabinet Division issued a letter to the CDA chairman, saying that “it is decided with the approval of the Cabinet Division secretary that… CDA may be allowed to continue his (ISI’s officer) service in CDA as director general (administration) till the completion of his deputation for the period of three years. This issues with the approval of secretary Cabinet Division for immediate compliance.”

A senior CDA official told Dawn that when the letter arrived, the CDA chairman was very annoyed with the officers who had suggested that the ISI officer’s ‘misconduct’ not be mentioned.

Taking a bold stand, the CDA chairman Maroof Afzal opposed the Cabinet Division decree and in response to the latter’s letter, wrote back saying, “I am directed to refer Cabinet Division’s letter… and to inform that … (the official) was repatriated to his parent department on Feb 9, 2015 on the ground of serious allegations and misconduct so his further retention would not be in the interest of the authority.

Moreover, the new officer has been posted who had already assumed the charge of the post (sic).”

The letter went on to say: “It is therefore, once again requested that he may be repatriated and Establishment Division may kindly be requested to issue his repatriation orders. This issues with the approval of chairman CDA.”

Thought the CDA’s letter bears the same date, Feb 20, as the letter that is received from the Cabinet Division, the letter was actually delivered to the Cabinet Division on Feb 23.

The CDA’s seriousness in this matter can be gauged by the fact that the earlier letter was signed by a deputy director of CDA’s Human Resources Development Directorate, while the latest letter was signed by Director General Nadeem Akbar Malik.

Law is equal for all the citizens and it does not matter if he belong to military or not .... if he is proven to be guilty the law should take its course and he should be punished .
 
Well, nobody is above the law though I doubt very much if an action (court Martial) would be taken against him. Was he a bloody civilian or a military personnel?
A case of clashes between CDA and ISI,CDA is the most corrupt of all Pakistani institutes,seems fishy wo sarey konsey dodh kay dulhey hai...

That has been an eternally recurring conundrum right through the history of Pakistan.............and at every level; right upto the office of the President or Head of State.
 
Serves him right. Does not matter if he works for ISI he broke a law and did a very un-islamic thing.
 
Good no one should be above the law. Current CDA chairman is a honest person and enjoy a good reputation.
I am sure that appropriate action will be taken against this civilian ISI officer as i have seen the agency discipline inside and know how it works.

This mentality exists everywhere in the world and the military always considers civvys as lowly beings, but is prominent in Pakistan due to the successive and prolonged military rules.
 
Harassing a woman is need to be throw out doesn't matter who is he, hope same applied on civil administration in criminal cases, same law for everyone BUT law and judiciary itself a big joke back home.

That is precisely what I meant. Take Musharafff for instance: he is (hopefully) the last in the series of 'Perpetrators' at the highest level. All his mis-doings were committed as a Fauji or a Civvy; will there ever be any clarity on that?

So far as other countries are concerned; in most countries, the roles and 'red-lines' are clearly defined and maintained; never mind who thinks whatever of the other.

Must be a Civilian, through Federal public service commission civilians get into ISI. Warna to Letter would've been written to Military authorities. Civilians doesn't go far beyond in hierarchy , hence when they see a opportunity they transferred to other departments
 
He should be court martial and kicked out of service instead of just sending back
 
ISI should also show the door to such employee as well. They are criticized a lot by the World this would shut them up at least about ISI is a disciplined Organization.

With all due respect Sir please don't drag Islam in it. We don't need to bring in religion now and then for no reason and just because of someones Professional or Moral misconduct. Its the matter of law which he broke and point here is wether he would be punished or not. IMHO it doesn't matter he is Civilian or an Army Brat he is done with his job.

ISI should also show the door to such employee as well. They are criticized a lot by the World this would shut them up at least about ISI is a disciplined Organization.

By seeing your post I am also smelling something fishy. If it is something to malign ISI then it will be a seriously BAD BAD Move.
