On May 16, Foreign Ministry Spokesman Lu Hao hosted a regular press conference, and a reporter asked questions about Canadian citizens Kang Mingkai and Michael.

Lu said that with the approval of the Chinese procuratorate, Kang Mingkai was suspected of spying on state secrets and intelligence crimes overseas. Michael was arrested for arresting and illegally providing state secret crimes.

According to Agence France-Presse earlier quoted Canadian media reports, China has formally arrested two Canadian citizens who were legally examined by the relevant Chinese authorities last year.

A Canadian government source told Canada's Globe and Mail that Canadian citizens, Michael Kovrig and Michael Spavor, have not yet been formally charged with crimes.

At the end of last year, the Chinese side took legal measures against the former diplomat Kang Mingkai and businessman Michael. The Canadian government has been putting pressure on China to seek support from its allies such as the United States.

On December 12 last year, Foreign Ministry Spokesman Lu Yi said that Kang Mingkai was detained in China. "As far as I know, Kang Mingkai's International Crisis Group has not filed a record in China. Then, if there is no record. If its personnel are engaged in activities in China, it has already violated the Law on the Administration of Domestic Activities of Non-Governmental Organizations Outside the People's Republic of China, which was just revised last year."

Subsequently, according to a reporter from the Beijing News, the Canadian citizen Kang Mingkai was suspected of engaging in activities that endangered China’s national security. He was examined by the Beijing National Security Bureau on December 10, 2018; the case is currently under trial.

According to public information, Kang Mingkai speaks Chinese and has served as a Canadian diplomat in Beijing and Hong Kong until 2016. In February 2017, Kang Mingkai joined the think tank “International Crisis Group” as a senior consultant in Northeast Asia, focusing on foreign affairs and global security issues in China, Japan and the Korean Peninsula.

According to the Northeast News Network (hosted by the Propaganda Department of the Liaoning Provincial Party Committee), Canadian citizen Michael was suspected of engaging in activities that endangered China's national security. On December 10, 2018, he was examined by the National Security Bureau of Dandong City, Liaoning Province. Currently, the case is currently under review.

The Globe and Mail revealed that Michael runs a company called Changbai Mountain Cultural Exchange. Before it was detained, the company had just sent a group of tourists and hockey players to North Korea.

Both of them were engaged in activities that endangered China’s national security. When asked if the two were detained in connection with the case of Meng Xizhou, Lu said that "the Chinese are acting according to law and according to regulations."

5月16日,外交部发言人陆慷主持例行记者会,有记者就加拿大公民康明凯和迈克尔最新情况提问。

陆慷表示,经中国检察机关批准,康明凯因涉嫌为境外刺探国家秘密和情报犯罪,迈克尔因涉嫌为境外窃取、非法提供国家秘密犯罪,已经于近日被批准依法逮捕。

据法新社早前援引加拿大媒体报道,中国已正式逮捕去年接受中方有关部门依法审查的两名加拿大公民。

一名加拿大政府消息人士告诉加拿大《环球邮报》,目前,加拿大公民康明凯(Michael Kovrig)以及迈克尔(Michael Spavor),尚未被正式指控罪行。

去年底,中方先后依法对加前外交官康明凯及商人迈克尔采取强制措施。加拿大政府一直为此向中方施压,并向美国等盟友寻求支持。

去年12月12日,外交部发言人陆慷就康明凯在华被拘一事表示,“据我了解,康明凯供职的国际危机组织(International Crisis Group)在中国并没有备案。那么,如果没有备案的话,它的人员在中国从事活动,就已经违反了去年刚刚修订的《中华人民共和国境外非政府组织境内活动管理法》。”

随后,据新京报记者从有关部门获悉,加拿大公民康明凯因涉嫌从事危害中国国家安全的活动,于2018年12月10日被北京市国家安全局依法审查;目前案件正在审理中。

而公开资料显示,康明凯会讲中文,曾任加拿大驻北京和驻香港外交官,直至2016年。2017年2月,康明凯加入智库“国际危机组织”,担任东北亚高级顾问,主要研究中国、日本和朝鲜半岛的外交事务和全球安全问题等。

另据东北新闻网(辽宁省委宣传部主办)当时报道,加拿大公民迈克尔因涉嫌从事危害中国国家安全的活动,于2018年12月10日,被辽宁省丹东市国家安全局依法审查。目前,案件正在审理中。

《环球邮报》则披露,迈克尔经营着一家名为“长白山文化交流”的公司,在其被拘前,该公司刚刚将一批游客和冰球运动员送往朝鲜。

在去年12月13日的外交部例行记者会上,陆慷回应两名加拿大公民被依法审查相关问询时表示,从性质上说,两人都从事了危害中国国家安全的活动,北京和辽宁省有关国家安全机关正在分别侦办其案件,并已分别向加拿大方面通报有关情况,两名加拿大公民的合法权益能够得到保障。

在被问及两人被拘是否与孟晚舟一案有关时,陆慷强调,“中方是依法、依规采取行动”。
