Let us hear a solution under the circumstances, a pragmatic persons approach not an idealist approach if you may please. No one is sacred and culprits are more than your so called sacred cow

A solution is needed only if the present system s regarded as being problematic. I am not sure that is the case. It is a fine tuned system that works very well for those who control it. Why change anything at all?

(BTW please note that I used the plural, not singular, as in sacred cows.)

Yes, that is why I used the word "subset". A very special subset, but a subset nonetheless.
