Don't believe everything you see in papers, just one of those paid writers spreading BS. Im not defending him I just want the "TRUTH". Although he really fumbles on this one, AFP especially the Police is on low morale and his actions recently don't help at all.
Don't use them as an excuse for the Phil army shortcoming. They may fund their enemy, but what's to excuse the Phil army for their inadequacy in dealing with the Rebels?

So what is your suggestion? for your country itself have experienced insurgency, I would like to hear. And you very well know that going full force on this guys just makes the situation worse just like communist insurgence in your land back in the 70's.

Bangsamoro Basic Law is not perfect some things needs to be iron out but I'll take that shaky truce just for the families in that region can live in peace and children actually go to schools instead of living on them. As a Mindanaoan, I already lost faith on that region, that place is hopeless

Gov’t, MILF sign protocol for disarmament

On Thursday, representatives from the Office of the Presidential Adviser on the Peace Process (OPAPP) and the MILF sides signed the 10-page implementing guidelines in Kuala Lumpur, Malaysia that, among others, also created the Independent Decommissioning Body (IDB) to facilitate decommission of the MILF’s firearms.

Malaysian facilitator Tengku Dato’ Ab Ghafartenku Mohammed was in attendance during the document-signing, a product of a three-month deliberation between the parties.

The created decommissioning body is chaired by Ambassador Haydar Berk of Turkey with some of its members including military Norweigan Brigadier -General Jan Erik Wilhelmsen of Norway and Major Muhammad Aimman Syazwi bin Haji Abdul Rahim of Brunei.

Under the protocol, the IDB will conduct inventory and will validate the arms list submitted by the MILF which will be done in four batches. The processing and registration of the firearms will be done in six to twelve selected Assembly and Processing Areas (APAs).

The first phase of the decommissioning process will comprise of a ceremonial turn-over of 75 high-powered weapons initially scheduled as February as previously stated by the MILF.

Another 30 percent of the total weapons and combatants will be decommissioned by the time of ratification of the proposed Bangsamoro Basic Law (BBL), which is currently undergoing public consultations in the Senate and deliberations in the House of Representatives.

The remaining 35 percent will follow under phase 3 which is roughly scheduled sometime this year according to the OPAPP. The remaining percentage will be done next year closely coinciding with the envisioned elections for the proposed autonomous region.

Although the MILF has yet to disclose the number of firearms it is willing to surrender, the OPAPP said previously that it was detailed in a confidential letter sent by MILF chief Murad Ebrahim to President Benigno S. C. Aquino III.

The demilitarization of MILF camps from fortified encampments to civillian communities is also set to begin after the first phase of the decommisioning process.

With the successful completion of the peace agreement, MILF fighters are set to receive financial assistance and sustainable socio-economic programs based on a needs assessment survey by the OPAPP.


“We are looking to a future where ploughshares, not weapons will be the order of the day in these communities long saddled by an unwanted war, but this requires a lot of time, patience and trust,” said government panel member Senen C.Bacani.

I understand they are a lot of distrust between two sides and even more now, but the Philippine should and must work this out, otherwise the conflict will derailed Phillipine development, economically and militarilly

Hell, originally the MILF want to include Palawan into their list. Had that happened and the Bangsamoro secedes, our claims on both Sabah and Spratlys will be nullified and voided thanks to these secessionist.

Hell, originally the MILF want to include Palawan into their list. Had that happened and the Bangsamoro secedes, our claims on both Sabah and Spratlys will be nullified and voided thanks to these secessionist.

Its important that the government be transparent in whats included in the BBL to avoid future mishaps, and we should also be vigilant so not to be blindsided again like what happen in MOA-AD

Yudhoyono government using devide et impera tactics to disrupt the insurgencies movement from within and give amnesties for who want to back to Civil societies, in all he cleverly arming and modernized Indonesian Police forces (especially Brimob Corps) into one respectable forces agencies to handle the local insurgencies movements and then put the Armed Forces as reserves forces and made them focus to handle external threats. Thus way Indonesia can avoid the human rights violation accusation from abroad and still can delivering a punch blow against those insurgencies movements. Beside that, Indonesia government prefer to delivering economic aid and extra money for health and education into the conflict area and giving full support for any Indonesian social agencies (private or government owned) to alleviate the social economic conditions for the people in conflict area, and then the government can receive the support of the people from the conflict area and cut off their logistical supply from the rest.

Winning hearts and minds was the approach taken by the Ramos administration till now, create a home defense force and stay in the Barangays, quash the insurgency be with the people and don't abuse is the concept of the heartland initiative. The responsibility for internal affairs operations shifted to the DILG/PNP instead of the Army. The counter insurgency employed 4 phases "Clear", "Hold", "Consolidate", and "Develop", once the area is secure,first is to let the local government to reestablished there presence in order to provide basic needs to the people and after that civil society, business sector and private institutions are encourage to now pour in their resources to develop their communities. The heartland initiative is designed to gradually constrict the insurgents movements and influence until they are defeated and gaining trust of the people. It has great success against the communist rebels for their numbers starts to dwindle and many of them has taken the amnesty program provided by them by the government.

But in the south is different, Moro's don't want anything except their freedom to govern themselves (which they already did and failed miserably). and so many groups that got in the way for talks and development in the area. It will be a long process and "TRUST" between both parties is the main thing, and it has taken a backstep with this recent developments.

amnesty should be given if only they willing to lay down their weapons and let the army and police to handle the security task in Bangsamoro area. The proliferation of firearms in Philippine should be abolished and only Security forces paid by Central Government who earn the rights to bring the weapons in public. Illegal workshop/industries of firearms in local communities must be teared down and closed to ensure the law worked properly. Indonesia in the past can do that ....
