Even if you pump $72 Billion,you can't make rocket to reach stratosphere ,because its about brain,dedication and years of slogging by scientists which Pakistan don't have as of now for space and aerospace.

Lol.. you cannot, even if you want to.. Our primary objective of sending a mars mission was never for a research on Martian Surface. Following are our Primary objectieves.

• design and realisation of a Mars orbiter with a capability to perform Earth-bound maneuvres, cruise phase of 300 days, Mars orbit insertion / capture, and on-orbit phase around Mars;
• deep-space communication, navigation, mission planning and management;
• incorporate autonomous features to handle contingency situations.

Actual resolution will not be shared for a while with the public. Just take a look at some high res pics Indian remote sensing satellites take and you will get an idea of the actual quality of pics ISRO will have access to....
