I'm pretty sure he was referring to the possibility of a nuclear war. The anchor's response also seems in line with that interpretation. What he said was basically ''they talk big about setting fire to Pakistan but they should understand that Pakistan has the ability to destroy them in seconds (i.e nukes)''. Not what the title is saying.

pakistan tasted its own medicine... It has learnt that it is not the only one who can play proxies in its neighbourhood... I hope they wont forget this for the time to come... coming to India, a strong and economically growing pak is in our favour... It is only when a country has too much to lose with a war, they would try to solve there differences with diplomacy

As far as ISI and RAW are concerned then I think we can only speculate about their capabilities. And am sure on ground zero they're perpetually at war. The best one would win sooner or later. JMHO!
