Your criticism is misdirected. There is nothing wrong with taking loans, every country takes to finance her development projects. However where and how funds will be used and what's the plan for paying back is the things you should first ask, analyze and criticize if needed.

Anyway if true than it's good news that our relations with Russia has improved.
