Secondly, in my previous post, i did emphasized about a uniform code of law for the whole population. If there is non uniformity, appropriate amendment has to be introduced in the legal structures.

PS: what is wrong in Hinduism, those who call it communal are themselves communal because they do not believe in equality of religion.
Riots can happen under any governments rule so it very wrong to put a stamp of communalism on a particular party or government.

Those who have houses made of glass should not throw stones at other's residence , so stop that mode. Pakistan was made communally on the basis of religion. Scholarships should be given on the basis of poverty and economic status of the family, not based on religion or caste.

there should be special scholarship for those from communities that are very backward, caste and religion are good indicator in certain region and not so in some other.
for example I wont think muslims of J&K should get any special scholarship.
Finding poor people in India to give scholarship is very very difficult, if not impossible.
