NEW DELHI: India expects to start full-scale operations at Iran’s Chabahar general cargo port it has built by the end of May, the country’s shipping minister said in a boost for regional trade.
India has been developing a part of the port on Iran’s south-eastern coast along the Gulf of Oman as a way to transport goods to Iran, but also Afghanistan and central Asian countries, and avoiding rival Pakistan.
But US sanctions on Iran slowed down the port’s development and Indian officials are now counting on a thaw in relations between Washington and Tehran under President Joe Biden to move forward with near $500 million of investments.
“I am expecting to visit Iran in April or May for the inauguration of full operations,” Mansukh Mandaviya, India’s ports and shipping minister, said.
India is developing two terminals at the port including the Shahid Beheshti complex and under an agreement signed with the Iran, it would run the terminal for 10 years.
Mandaviya said the port had already commenced operations in a limited way and the growth potential was evident.
Chabahar port had handled 123 vessels and 1.8 million tonnes of bulk and general cargoes from February 2019 to January 2021, he said.
“This is much higher than our expectations. Imagine the scale of operations and freight saving once it is fully operational,” he said.
Last year amid the pandemic, India used the Chabahar port to send 75,000 tonnes of wheat as humanitarian assistance to Afghanistan and 25 tonnes of the pesticide malathion to Iran to deal with a locust invasion.
The second batch of 25 tonnes has recently reached Chabahar.
As part of the agreement with Iran, India would provide six cranes and other equipment worth $85 million to equip and operationailse the Shahid Beheshti terminal.
So far, India has supplied two of these Mobile Harbour Cranes (MHC) and four others will be delivered over the next few weeks.
“Chabahar Port has emerged as the connecting point for the region to deliver humanitarian assistance during the Covid pandemic,” Mandaviya said.
India also plans to set up an around 600 km railway line from Chabahar port to Zahedan, the provincial capital of Sistan-Baluchestan in Iran close to the Afghan border, at a cost of $1.6 billion to facilitate the movement of goods to Afghanistan.
New Delhi has also proposed inclusion of Chabahar port in the International North-South Transport Corridor (INSTC)- connecting Mumbai with Moscow, the minister said, referring to discussions at a virtual summit on Chabahar port on Thursday.
The INSTC project, proposed by India, Russia and Iran in 2000, and later supported by 10 other central Asian countries, envisions a 7,200 km-long multi-mode network of ship, rail and road for freight transport, aiming to cut carriage costs by about 30pc and transit time from 40 days to about 20 days.

The fact is India has been begging Iran to include Chabahar port project as part of International North-South Transport Corridor (INSTC)- connecting Mumbai with Moscow but Iran has not done so as Iran wants Chabahar port under Chinese OBOR project.

Iran simply does not trust Russia and India.

Iran wants to partner with China, Pakistan and Turkiye instead.

Iran is an Islamic republic and will always partner with Islamic countries like Turkiye and Pakistan and not with pagan countries like India or with Christian countries like Russia.

It doesn't mean that Iranians will stop working with the Indians to undermine Pakistani interests , specially in Afghanistan. Iran remains as an unreliable neighbor of Pakistan.

Agree. India needs to pay the price. Iran should immediately kick India out and prevent them from using Chabahar.

Iran will not partner with India. India is being kicked out one step at a time.

what nonsense, Today Iran relation with India if not 1000 time but 100 time more stronger than Pakistan,
India in Iran decision making circles always regarded unlike others, and it is not regarded as threat unlike others

Chabahar was with India NOT with China or any other country and India will never be kick out of Chabahar, regardless

I mistook you to be an Iranian but it is very apparent that you are an Indian. You can keep dreaming but rest assured Iran will kick you Indians out of Chabahar. :agree:

Chahbahar was granted exemption from sanctions. India has just been delaying and delaying wasting Iranian time. I'm surprised it took Iran this long to get rid of that. But then again they don't have much choice since it was the only major project exempt from sanctions.

Delaying is typical Indian red tape problem.

Indian baboos of civil service make it a habit sitting on their sorry butts for every damned approval, especially disbursing project money. Pile on top of that Indian management incompetence and typical uneducated Indian worker indiscipline. Look at their own country - their GDP per capita is now worse than even that of Bangladesh.

In Bangladesh two agreements (contracts) were signed with both India (Rampal) and China (Payra) some three years ago, they both broke ground for these 1320 Megawatt powerplants.

The first phase of China powerplant (expanded to 1980 megawatts now) was recently commissioned. This is current status.
ep-bd-Payra_Coal_Power_Plant_Starts_Trial_Run.jpg

Indians have not even finished construction on their Rampal powerplant, much less bring in equipment. Incompetence to the core.

Another 65 km Khulna-Mongla Port rail link project was given to Indians and the 3-year project has not been completed in 10 years, still hanging. It is an ignominious story of classic Indian f*ck-ups.

Although Bangladesh government had approved the Khulna-Mongla Port Railway Project in December 2010 and the construction of the 65km rail line was supposed to be completed within three years, the project's physical work began around six years after the approval. The Govt. should have cancelled the project and forfeited the security money, but apparently managers were paid off by Indians.

The project’s sluggish pace is said to be due to various issues that are specifically Indian in nature, including the purchase of substandard imported raw materials from India, delays in land acquisition, change of consultant in the middle of work, changes in the design, repeated failure in piling, and base grounding and rains. These idiots decided to import cheaper substandard brick from India, which was eventually denied.

Something the Chinese, although working in the same country, never faced. Chinese project was actually harder because the area is more remote and Indian led project was right next to Bangladesh-India border.

Go figure....

Even after facing these issues in Bangladesh, Indians still come in shamelessly to Bangladesh to participate in more projects to f*ck up with.

If you say so but your personal opinion does not count.

We meet and closely work with the Iranian mission in our city.

Iran always supports fellow Muslims and never pagan Hindus.

You need to know your countries policy first.

Chabahar will be part of OBOR.

Iran will partner with Islamic nations like Pakistan and Turkiye and not with India & Russia.

A fundamental shift away from India has happened to the Iranian political establishment. India by accepting Trump sanctions on Iran and dropping their oil imports from Iran to zero and cozying up to US and Israel produced this fundamental shift..However India is not in an enemy list of Iran...,Pakistan is always considered a friend and partner and with China now being involved in both countries I tend to agree with you...India is a shaky friend! Pakistan is a Partner and a solid friend..there is big difference :azn:
