I think the reason is that people in power want to suppress their subjects so they lie about key issues and keep them hidden. Instead of saying yes we are left behind when compared to America, England, Europe etc etc they say we are No.1.

Also I remember when I was in Pakistan people didnt sleep at night and couldnt work comfortably in morning due to blackouts. That really messed up peoples' psychological health.
