President orders modernization and creativity

The Chinese military should modernize its buildup and management and focus on becoming an elite fighting force that uses digital technologies, President Xi Jinping said on Wednesday.

Xi, also the chairman of the Central Military Commission, made the remark during his inspection of a Ground Force division from the Central Theater Command of the People's Liberation Army.

He also called for the military to strengthen digitized warfare research and databases, execute military doctrines more creatively, utilize more technologies, increase scientific education among troops, and explore more options to build an elite and inventive military.

On Wednesday morning, Xi arrived at the division and inspected modern military hardware. Xi also got aboard the Type 99A tank — China's new generation main battle tank, dubbed the "King of Land Warfare" by the military — as well as the Hongjian-10 missile carrier to learn their capabilities.

Xi said the PLA should make full use of new technologies and innovations, unleash its full scientific potential, and transform its technological edge into combat advantages.

Xi also praised new recruits for their excellent physical fitness and versatile talents, and urged them to train hard for reconnaissance ability.

In the afternoon, Xi visited the training simulation center and the history gallery of the division. Xi viewed pictures of the division's intense battle near the Kaechon region in the Korean Peninsula during War to Resist US Aggression and Aid Korea, known as the Korean War in the West, from 1950 to 1953. He praised the soldiers who fought in it for their valor.

Our military has always fought with great spirit, Xi said. In the past, we had more spirit than steel. Now we have plenty of equipment, so we need an even tougher and stronger spirit to wield it, he said.

Xi emphasized that all effort should be put into combat readiness training, with stronger emphasis on realistic combat training, thus further increasing the military's ability to win.

All levels of the military should also place high emphasis on training high quality military talent for digitized warfare, he added.

Zhu Tingchao, an officer from the division, said his division had immediately begun 48 hours of intensive training after Xi announced the start of this year's military training on Wednesday morning.

"We will focus our training on command system application, military strategy, combat fitness and techniques, with goals to improve our overall combat capability based on network information technologies and digitized systems," he said.

President Xi Jinping has ordered the creation of an elite combat force through real combat training, digitization, innovation and reform.

Xi, also general secretary of the Communist Party of China Central Committee and chairman of the Central Military Commission (CMC), made the remarks during an inspection of a division of the People’s Liberation Army ground force in the Central Theater Command on Wednesday.

Xi, on behalf of the CPC Central Committee and the CMC, extended New Year greetings to all personnel from the PLA, armed police, the militia and reserve forces.

During the inspection, Xi boarded China’s latest self-developed main battlefield 99A tank, known as the “king of the land battle,” and the Red Arrow-10 anti-tank missile launching vehicle, to learn about armaments used in the army.

He also visited a reconnaissance company to watch training conducted by snipers, and asked about the fighting system for individual soldiers.

Xi talked with new recruits who were receiving training on their scouting and combat skills, encouraging them to sharpen their skills and strive to become reconnaissance heroes.

Xi also visited a simulation training center and met officers of the division. He then visited the division’s history exhibition center. After hearing a report of the division, Xi urged the army to enhance military training oriented at combat readiness and focus on combat wholeheartedly while strengthening research on digitized troops.

He asked about innovating concepts and tactics of battle, and improving real combat training and war-winning capabilities.

Xi stressed the importance of coordination among various forces and systems, demanding increased efforts in the creation of an information system and data on battles.

Underscoring the importance of innovation and reform, Xi called for enhancing the sci-tech attainment of officers and soldiers by better application of sci-tech devices.

“Efforts should be made to implement the spirit of the 19th CPC National Congress and ensure the armed forces always follow the instruction of the CPC Central Committee and the CMC,” Xi said.

“High attention should be paid to digitization so as to foster more high-quality military talent,” he said.

Xi said officers and soldiers “should be cared for warm-heartedly while undesirable work styles and corruption should be contained resolutely.”

Old News, China's been transitioning from "People's War" for decades now.
Not entirely true. People's war means mobilizing civilians and civilians assets when needed.
Example war on terrorism in Xinjiang. In South China Sea fisherman are useful resources. In disaster, civilians airlines and airports are taken over to transport troops.
