709 built. WW2 German submarine. First by a laaarge margin.

2. Type IX

283 built. Another German WW2 submarine.

3. Project 613 Whiskey

236 built (including 21 in China). Most produced post WW2 submarine. Most produced Soviet submarine.

4. Poject 633 Romeo

133 built, including 84 in China. That's most produced submarine by China, although designed in USSR.

5. Balao

128 built. Most produced US submarine (WW2).

6. Type XXI

118 built. Third most produced German WW2 submarine. Ironically none seen action.

7. Type A Ko-hyoteki

101 built. Most produced Japanese submarine. Most produced midget submarine.

8. UB-III

95 built. Most produced WW1 submarine (German).

86 built. Most produced submarine between WW1 and WW2. Second most produced Soviet submarine.

10. Gato

77 built. Second most produced US submarine.

11. Project 541 Foxtrot

75 built. Second most produced post WW2 submarine.

12. Holland 602 type

72 built. 1915-1920. Designed in US, but almost all built in UK and Canada. Served in UK (36), Russia (11), US (9), Italy (8), Chile (6) and Canada (2).

13. UC-II

64 built. Second most produced WW1 submarine.

14. Los Angeles

62 bult. Most produced nuclear submarine. Most produced US post WW2 submarine.

15. S-Class

62 built. Most produced UK submarine (pre and during WW2).

16. Type 209

61 built, still in production. Most produced German post WW2 submarine.

52 built. Third most produced UK submarine (just before WW2).

22. S-Class

51 built.

50 built.

24. Project 671 Victor I,II,III

50 (17+7+26) bult. Most produced Soviet nuclear submarine. Second most produced nuclear submarine in the world (if consider them as one class).

46 built. German WW1 submarine.

26. Sang O

40+ built. Most produced North Korean submarine.

27. C-Class

38 built. Most produced pre WW1 submarine (UK). Most produced gasoline engined submarine.

28. Sturgeon

37 built. Second most produced US nuclear submarine and third in the world (second if not consider 3 Victors as one class).

29. Project 667 Yankee

34 built. Most produced SSBN.

30. Redoubtable

31 built. Most produced French submarine.

After WW2 mass producers were:

USSR/Russia (both diesel and nuclear)
USA (nuclear)

Holy moly.. Germany built more then 1000 subs and still couldn't defend.. Apart from the main reason being invaded from land, in those days subs had limited range and no way the crew was trained enough when you have the production of this scale in such short period..
