It is possibly an intelligence failure..everyone is saying where are the satellites and intelligence on the ground?
The fact is that it is very difficult to spot a vehicle moving in the dark with no lights and positioning itself to launch a missile..That will be difficult even for a naked eye..
As far as ground intelligence is concerned..as long as the Houthis control the Al Hudaydah port and most of its surroundings..and having huge mountainous areas where they can hide.. Humint will be very difficult.. So as one can clearly see..both strategic and tactical intelligence are hard to achieve.. you can take the US Taliban experience as a good example..
