Since PRC does not have any troops in Taiwan, can we recognize Taiwan as a different country?

Since Palestinians don't have an army, can we say that Palestine is part of the country of Israel?

At the end of the day the Constitution of India recognizes the whole state of Jammu & Kashmir as integral part of India while the constitution of Pakistan does not.

And the Indian constitution, of all constitutions, recognising it as such has a bearing on the World Bank's policy towards the issue because......?
