It should be read as "Instigator of Jew killings [in the British Mandate of Palestine] before the Independence of Israel".
He did not shy from killing Jews, which is the point.
He knew about the Holocaust, and decided to keep relations with the Nazis after he found out.

Some Arabs welcomed the Jews, other complained to the Turks,
