The Indian Army’s “Cold Start Doctrine” is a mixture of myth and reality. It has never been and may never be put to use on a battlefield because of substantial and serious resource constraints, but it is a developed operational attack plan announced in 2004 and intended to be taken off the shelf and implemented within a 72-hour period during a crisis.

Cold Start is not a plan for a comprehensive invasion and occupation of Pakistan. Instead, it calls for a rapid, time- and distance-limited penetration into Pakistani territory with the goal of quickly punishing Pakistan, possibly in response to a Pakistan-linked terrorist attack in India, without threatening the survival of the Pakistani state or provoking a nuclear response.

It was announced by the BJP-led government in 2004, but the government of Prime Minister Manmohan Singh has not publicly embraced Cold Start and GOI (government of India) uncertainty over Pakistani nuclear restraint may inhibit future implementation by any government. If the GOI were to implement Cold Start given present Indian military capabilities, it is the collective judgment of the Mission that India would encounter mixed results. The GOI failed to implement Cold Start in the wake of the audacious November 2008 Pakistan-linked terror attack in Mumbai, which calls into question the willingness of the GOI to implement Cold Start in any form and thus roll the nuclear dice.

At the same time, the existence of the plan reassures the Indian public and may provide some limited deterrent effect on Pakistan. Taken together, these factors underline that the value of the doctrine to the GOI may lie more in the plan’s existence than in any real world application.

(S/NF) As we understand it, Cold Start is an operational plan devised by the Indian Army and designed to make a rapid and limited penetration into Pakistani territory with the goal of quickly punishing Pakistan over some event, such as a Pakistan-linked terrorist attack in India, without threatening the survival of the Pakistani state or provoking a nuclear response.
Cold Start is not a plan for the comprehensive invasion or occupation of Pakistan. Cold Start is said to have been formulated after the Indian Army’s slow and drawn-out 2002 mobilization in response to the fatal 2001 Pakistan-linked terror attack on the Indian Parliament. The lengthy process of mobilization, lack of strategic and operational flexibility, and the resulting lack of any element of surprise drew criticism from Indian politicians and opinion leaders, which prompted Indian Army planners to devise Cold Start.

3. (S/NF) In order to avoid the Indian Army’s slow and lumbering military mobilisation process and preserve the element of surprise in attack, Cold Start attacks could begin within 72 hours after the attack order has been given, and would be led by armored spearheads launched from prepared forward positions in Punjab and Rajasthan.

As described, the plan emphasises speed and overwhelming firepower: armored formations and accompanying infantry would advance into eastern Pakistan with limited goals in terms of distance and in terms of duration. Although the plan reportedly has a significant air support component, it is unclear to us how much joint versus parallel planning has taken place.
We have not heard of a major operational role for the Indian Navy or parallel sea-launched attacks.

4. (S/NF) A positive attribute of Cold Start from the Indian perspective is that the short 72-hour time period between decision and attack could shield the GOI from international pressure to refrain from taking military action against Pakistan. India’s prolonged 2002 mobilization period gave the international community notice of Indian troop movements and allowed plenty of time for a series of Western interlocutors to lobby GOI leaders. Even if the plan is never actually implemented — and there is considerable question as to GOI intent to ever implement it — news of Cold Start’s existence has already paid dividends to Indian policymakers by providing reassurance to the Indian public that the GOI has the means to punish Pakistan for attacks on Indian soil without triggering potential mutually-assured nuclear destruction. From the Indian perspective, the unimplemented plan has the added virtue of accentuating Pakistani discomfiture and angst, which in theory may have some deterrent value.

The hard reality is that India pretty much lost the 2002 confrontation with Pakistan, if nothing else it showcased to the entire world where exactly the Indian military might stands with respect to all its tough talk against Pakistan.

India amassed 1 Million troops, which were sent quietly packing back to their barracks after 10 months of saber rattling. Agreed that one of the problems with India was that it took them a few months to build up its forces along the Pakistani border, but India used this as an excuse to make up for their lack of ability to invade Pakistan.

Cold Start doctrine was created for some self-assurance that this is what is wrong and now somehow magically it has corrected itself. But the strategy still discounts two things. 1) India cannot take on the Pakistani Army in a defensive role. 2) Surgical strikes are a myth, nothing short of invasion of Pakistan is required, Pakistan will opt to respond a cruise missile strike with 10 of its own on IAF bases. Pakistan will opt to respond with nukes if Indian army makes an incursion into some village across the Punjab border under the guise of attacking a militant camp. Pakistan's stated deterrence is disproportionate attacks.

The audacity with which you guys talk of using nukes is unbelievable.
 
It is very hard to imagine under any circumstances Pakistan will use Nukes, if it uses god knows what would be world after that day!!
Geography surely won't remain the same after that day!
Hope that day never comes....
 
One of the key strategic objectives of US in South Asia is containment of Indian military might, albeit with use of Indian Navy in IOR for energy security.
The containment strategy has multiple planks:
1. Not transferring hi-tech weaponry
2. Nuclear power limitations
3. Power Projection limitations
4. Keeping military stretched to limit #3
5. Containing overall capabilities

Pakistan plays a key role in #4. Pakistan through various channels will be provided weaponry to keep Indian military homebound or Kashmir bound.

Now given these objectives, Cold start can never get off the ground as the required equipment tenders will not be allowed to be passed in time by American agents. If passed, there will be delays in procurement through various means...like corruption allegations...finally deployment will be delayed. If delayed, they will ensure the coordination necessary is not achieved.

The one and only reason this kind of strategy will succeed in India and fail in China is due to Indian people who are ready for their own benefit ready to forego national interest for some or the other consideration.

On the contrary, Pakistan is weakened using terror outfits to ensure control of Pakistan by its military complex and that complex will be strenthened to the point where it remains a viable threat to India but a manageable one for US.

In some complex ways, this basic strategy was used in 1850s during British Raj and is true today as well.

Finally, ofcourse all that Tim says is true.

The only time Indian military surprised US was in 1998 nuke tests that flew under CIA's nose.They are determined to never let it happen again and roll back Indian nuke capabilities.

They encourage Pak nukes (privately) and were its incubators since the 80s. The Civil deal to India was given to get IAEA entry into Indian nuclear establishment and ensure that they develop some assets there...

Forget, US for a moment and think logically why will they want India to have the Cold start or any start capability.They will stop whatever they can.In 70s Russians had many assets in Indian cabinet and who is to say today who works for which agency.

The situation is dire and India is extremely vulnerable.
 
Cold start was nothing more than just a "feel good" rhetoric for Indian Generals!

life is pretty nobody wants to give it up happily but if we r faced with the destruction of our country,humiliation then why not use any weapons that we have in our hands. Why did we go against all odds build those weapons went through sanctions and at the end we let them in cold storage and see our country destroyed or our nations get humiliated?

I also hope that day never comes.

u guys use the nuke word at the drop of a hat. allow me to tell u this basic concept.

pakistan will use its nuclear weapons wen its very existence is at stake or wen its is about to lose a large portion of its territory to india. it wont use weapons jus because some indian soldiers cross over to pakistan to destroy a militant camp.

How can a war be lost without fighting?
I dunno what entire world thinks about Indian military,but i surely know India earned Kudos for showing restraint by not attacking Pak.

1) India cannot take on the Pakistani Army in a defensive role.
U mean when Pak attacks India? Well...remember Kargil?
If u mean India attacking Pak,then it no longer will be a defensive role!

2) Surgical strikes are a myth, nothing short of invasion of Pakistan is required, Pakistan will opt to respond a cruise missile strike with 10 of its own on IAF bases.
India does not launch 1 missile and wait for you to launch 10 missiles.
Donot even compare your forces with India as far as conventional warfare is concerned.

Just bcoz some Indian soldiers crossed the border u will use nukes..?? :o Then why are u not using them when the taliban are crossing the ****** border on a daily basis?
Still if you use them,U\'ll be getting a volley of 45kw nukes for every 25 kw nuke..with a message...from India..with Love :)

Emboldened by its new nuclear status Pak troops took position in Kargil hills to cut off india from Kashmir. Rest is history.

And Ur Argument of Lack of Capability of Invading Pakistan is laughable.. India's 3 Strike Corps Rolling Their Juggernaut is No Match To Pakistan and in Pure Conventional Terms Can Invade Pakistan..
