Why? Because America's needs for infrastructure are very different than what China needs.
China making roads and trains in 2021, meanwhile USA built those over 70 years ago...lol at this thought process that somehow China isngetting better at infrastructure...
One km of subway in Guangzhou, China costs 100 millions US$. In the meantime, one km of subway in New York, US costs 2.8 billions US$ (Data quoted from two articles in nytimes.com, around 2008 and 2010)
Deep corruption, inefficiency and social unrest (protest etc.) will prevent the US to build its infrastructure as good as China. It will never have an friendly environment like China towards infrastructure.
Not to mention the quality of its workforce (engineer, workers) are far behind China, not only in education, but cooperation, hardworking spirit, disciplines, skills and experiences etc.
One of the main reasons is because the US is a DEVELOPED country. There aren't miles of farmland all over the place. Our farmland is mostly in sparsely populated areas in the center of the country. On the coasts there are millions of homes dotting from north to south. It would be incredibly expensive to buy up the property to put in a new railline.

Unlike Asia with apartment buildings housing multiple families the US is mostly single family homes from horizon to horizon. If the average US home is $276,000 you can see how quickly the buyout cost would be. The above picture is not typical of the density but gives an idea of the problem.

You’d be surprised how many people would prefer to go by train if it’s equivalent to the time it takes for a flight. These high speed trains are so fast that many are comparable to the time it takes for a flight.But how would one force people on to said high speed trains and superfast metros when they prefer to travel by air or commute by private cars? Making such infrastructure can work only if the people are inclined to use them. Projects started merely for bragging rights usually fail.
