The battle of economics
Russian 2 biggest clients have slipped or slipping away from Russian hands
Being with China it has still some chances of selling high tech weapons and keep some of the pie
S-400/SU35 are few examples
Pakistan cant replace India in size of industry but there are significant sectors where Russians can make money
e.g Nucleur Power plants as per vision 2030 more than 10,000 MW to be generated thru nuke power in this regard Russians can get good shares along with Chinese
Pak Army is looking for many systems from Russia from armoured vehicles to tanks to choppers
Pak Air force future 5th Gen can be a possibility from Russian examples .
So in short Pak cant replace India in size but even if its 10% of Indian market its still a good share and as marketer i know some thing is better than nothing
