Well, my point was that Karnataka hasn't been treated fairly when it comes to water rights on the rivers that flow out of Karnataka.
And the sad part is that, it isn't going to change much even with National River Linking Project - since Karnataka, on average, is at higher elevation than the south-eastern states.
BTW, isn't Rajahmundry at the mouth of the river? Not a fair comparison with upstream Nashik - although I agree that the river grows in volume as more tributaries join it.
