Assuming money is not an issue it is perfectly fine for a spouse or a kid of high level dignitary to accompany on a state level visit. Some visits are more appropriate than others for these. I do not know what the issue is. In this case I see the issue is more the foreign minister himself than his sister

Why not? PPP remains the most liberal and left-wing political party in Pakistan, while PLNL and PTI are both right-wing parties closely related to religious conservative forces. PPP has always been the object of hatred of the Taliban, and Imran Khan sympathizes with the Taliban. PTI's rally has never been attacked by the Taliban. PPP's attitude towards women has also significantly improved compared to PLNL and PTI.
