Why Corruption free Pakistan isn't possible?

I every now & then receive msg from NAB preaching n describing its moto "Our faith, Corruption free Pakistan"so my question is whethr NAB can eradicate corruption through such campaign?
Imo,corruption is a psychological problem emanating frm societal,political & Econmic pressure and until n unless v address Economical challenges faced by an individual v can't eradicate corruption because all other societal or Political pressures emanates from Economic ones so if this could happen like this then Religion is there 2 threaten but if corruption is still occuring thn can v say Religion has failed or v can say only campaign and punishment can't bring change in people's minds?

Corruption is due to Nefs, which is a part of our existence!!! Now, Nefs itself is a very complicated subject, but can be simplified to the model of "evil whispering coming from the inner self", which opposes all the positive staffs!!! Moreover, it's the playing and sowing field for Satan!!! An example, you want to wake up for Fajr Namaz, but the inner self is saying, "Forget it, can do it later"!!! You know Nefs is in action while Satan is adding fuel to the fire!!! And, nobody is without Nefs!!! So, human beings, by definition, are prone to corruption of all sorts....

Now, coming to the very particular case of the financial corruption by the government officials, politicians etc., few points from me:
  • If a politician in power does a corruption of 1$, the state officials will do 10$s. So, curb it at the top-most level as much as possible
  • The most corruption-prone (hence, requires the prioritization of more anti-corruption actions) departments with the highest effects in the government are : 1. Internal taxation and customs, 2. state owned companies, 3. public works etc.
  • For #1, more automation, heavy penalties, public awareness etc. might work
  • For #2, you have to get rid of them ASAP
  • For #3, reduce direct work other than educational institutions, dams, hospitals etc. and go for BOT models. More local controls from municipalities etc. might work. If you have a patriotic and loyal (to the party, leader etc.) group of businessmen (w/ <20% corruption rate) it might also work
  • Don't forget minimizing the state level corruption is a very slow process for it's the reflection of the mindsets of the populace
