Personally I think someplace in Brazil along the equator and near the ocean is the best place.
Excellent reliable weather to grow food almost year 'round.
Although it might be a little more dangerous to live in with tropical diseases and dangerous creatures.
One thing the author didn't mentions about Europeans and America is environment safety. In the US most of the population is in areas where you can have your kids run around outside in relative safety from the everyday environment. No poisonous snakes, scorpions, spiders, centipedes, ants, frogs, fish, jellyfish, etc. So you can put your hand down in the woods/stream or walk through knee deep forest litter without fear of something biting you and maiming/killing you.. Of course there are larger predators like bears/wolves/coyotes/cougars but they generally stay away from people (but that is why we have a history of guns) and you aren't going to run into them in everyday life. Yes there are crocodiles/alligators/rattlesnakes in the south but most people don't live in those areas.
