who are civil armed forces personal?

I was going through finance ministry's notification of revision of federal civil servants allowances in it there is mentioning of civil armed forces personnel . I tried to find who are these personnel I couldn't find.
Can any one tell me just for the information who are these?
1. Pakistan police
Or
2. Paramilitary forces
Or
3. Civilian staff of army
Or
4. Some other force personnal
