Pakistan has to pay a fixed amount to IPP.

So simplistically, even if whole of Pakistan were to go solar, Pakistan will need to continue paying IPP a fixed amount. Is that correct?

Yes, even if you buy or not but have to pay IPP in monthly bills. Solar panels are not feasible for industrial units.

For a consumer (residential or industrial) it would obviously make sense to go the net metering route. Sell electricity produced by solar back to the grid. Storing (batteries) are an expensive option.

Coming back to IPP, so going solar has no bearing on fixed payments to IPP. What it could mean is lower payments if Pakistan can produce a good chunk of electricity locally.

The latter. Although as a legacy of the 10 years of loadshedding we have had pretty much every office has significant UPS battery backup (and I am talking hours longs, so very significant)
What rate would they be selling electricity to the DISCO if it is the latter?

I am willing to bet no one has thought this through but this was a brain wave by Shobaz put into action by Ahsan Iqbal, nothing else.
It was a policy since the early 2000's. The surfeit of electricity of the last 5 years out it on the back-burner, but the fuel price volatility of 2022 has brought it front and centre.
