What rate would they be selling electricity to the DISCO if it is the latter?

I am willing to bet no one has thought this through but this was a brain wave by Shobaz put into action by Ahsan Iqbal, nothing else.

batteries are expensive, no need for that. besides, working hours are 8am to 4pm, i.e., sunlight hours, so no need for a battery backup beyond the usual UPS.

The rate of selling electricity to DISCOs (net-metering) is already set by NEPRA.

while its being done with the usual showbaazi, it is not his initiative. nearly all deptts have initiated such proposals in the past to reduce electricity bill costs. impetus and motivation to shift to solar was provided by policies introduced under previous govt of NS, and PTI.

Another important development that took place was a program launched by UNIDO, where they trained hundreds (maybe thousands) of engineers in private and public sector in Energy Management Systems (iso 50001), provided financing and funding to leading industries so that they can introduce proper energy management, regular energy audits and energy saving systems in their factories. This included efficient machinery, preventing energy loss and shifting to solar power. it was a very good initiative by UNIDO, supported by NEECA and AEDB.

Correct me if I am wrong.

Pakistan has to pay a fixed amount to IPP.

So simplistically, even if whole of Pakistan were to go solar, Pakistan will need to continue paying IPP a fixed amount. Is that correct?

Yes, even if you buy or not but have to pay IPP in monthly bills. Solar panels are not feasible for industrial units.
