The one with a better military doctrine and superior communication, mobilisation and organisation to efficiently implement those said doctrines on the fast changing battlefield will be the one who will win regardless of manpower and hardware.

However superior quality and or quantity manpower, military hardware and vast territory could allow an adversary enough time and opportunity to improve above said parameters to turn the battlefield in his favour.
