What is Yandex doing on PDF?

Not sure where to post this, but I think this is probably the best sub-forum. I’ve noticed “Yandex” is web crawling a lot in PDF? Also, there are many “guests” visiting pages ASAP as a post is made. It could just be archiving, but could it mean something else. Are the Russians really that interested in PDF, or do other search engines use more discreet means?

Not only yandex, there are 10s of useless crawlers, @WebMaster can do the trick to stop useless and irrelevant
