May be this letter is only one part of whole story. This letter cant be seen in isolation.

They might have got some reports... It was already mentioned last year and 2 months back that IOR will have a Earth quake and may even follow with Tsunami.

Ever heard of something called HAARP?
You might want to do some real concentrated digging on it on the internet to get to the right details apart from what is public domain or apparent.
