J and K Govt Burns Rs 506 crore Hole in Tax Payers' Pocket for Separatists' Protection

NEW DELHI/SRINAGAR:Anti-India ‘political activists’ live a life of comfort at the taxpayers’ expenses. Hashim Qureshi, a pro-Pakistani Kashmiri separatist and one of the founding members of Jammu Kashmir Liberation Front; Salim Geelani, affiliated with the moderate faction of Hurriyat Conference; Zafar Akbar Bhat, chairman, Jammu Kashmir Salvation Movement and Shahid-ul-Islam, spokesman of moderate faction of Hurriyat Conference have also been extended security cover by the J&K government.

“Instead of putting the taxpayers’ money into social welfare schemes or other employment opportunity for the youth, we are unnecessarily paying the hotel and fuel bills of these political activists,” BJP MLA said

State BJP spokesperson Sunil Sethi told Express,“We are of the view that only those political activists facing genuine threat should be given the security cover. I believe there are many on the list who should not be getting such facilities. We will take up the matter with CM, in charge of Home,” he said.

Data provided by the State government since 2010-11 reveals an average Rs 4 crore per annum expenditure on the Hotel accommodation alone, raising the question as to why the separatists should be staying in hotels instead of their homes and that too at the State’s expense. State officials are mum on the occupants, saying that around 500 rooms are kept for protected political activists in the Valley only.

Over the last five years, around Rs 21 crore was paid by the government as hotel bills for the activists. The fuel expenses are intriguing. Though they have been provided secure accommodation, it appears that the activists are in fact travel enthusiasts, clocking an average Rs 5.2 crore every year on gas. Since 2010-11, Rs 26.43 crore was spent on fuel by the State exchequer.

As much as Rs 309 crore was spent on the salary of guards and Rs 150 crore on the salary of PSOs since 2010-11. The total expenditure on protecting and mollycoddling separatists as per details handed over to Gupta was over Rs 506 crore, more than the State’s budget (Rs 484.42 crore) proposed under the Sarva Shiksha Abhiyan last year.

The Union Home Ministry too chips in with the grants for the State under special Security Related Expenditure (SRE), which has two components- SRE (Police) and SRE (Relief and Rehabilitation). In 2014-15, Rs 287 crore was given to the state under SRE (Police) for material and supplies, rented accommodation for security forces, honorarium to SPOs and expenditure on detainees etc. Approximately Rs 160 crore was allotted under SRE (R&R).

Since the inception of the SRE scheme in 1989, the Centre has released Rs 7,207 crore, including Rs 4,735 crore for police expenditure. Besides, the Centre is also providing special industry initiatives, Central schemes for assistance for damaged properties, construction of flats for Kashmiri migrants and for their return and rehabilitation.

But despite huge sums spent in the name of security, the State government has kept the names of the activists enjoying security cover under wraps.

Gupta said he had tried getting the details from the goverearlier as well, but was refused by the State authorities. He also pointed out the existence of ‘Uncategorised Political Activists’ in government files, claiming that many have received the privilege just as a perk.

Are Mr. BJP spokesperson, you are in power at the sate and center, don't just raise the issue, do something about it.

This is truly shocking and utterly ridiculous.

Many Islamic Extremists in UK are also depended on British welfare system but yet they brain wash people to join ISIS. You can't educate people like these.

. .
Now why do they raise voice. It's your goverment do something. They have a central govt with such majority which will never happen again, take some tough decision. Don't answer to anybody for national interest.

i thought about it , one friend of mine had mentioned that gov does feed these guys to keep them shut.

but shouldn't we follow the american policy of 'we don't negotiate with terrorists no matter what' or the chinese policy of using iron fist to crush any separatist activity. Because this would encourage freeloaders to form their little groups & raise their jhandas to get a piece of cake.

We play both sides .We monitor them ,pay them, use them to keep the dissent in a limit and let them loose once anyone talk about removing AFSPA even partially .Win-Win :pop:

The cake is more or less fixed in size
Rs 500 crores per year that is all

Now how many of them want a slice of it ; let them decide

By giving some goodies to some people ; we can get others to work for us

As they say you catch more flies with HONEY rather than vinegar

Not worth the amount of money spend on them.

@ranjeet @Zebra

There was a moment in Haider movie where these words were written in an ARMY garrison
" Catch them by their B**S ; there hearts and minds will follow "

We have got them by their **** ; any time they overestimate themselves we can crush them
