Weapons for CAPF

The following actions have been taken to fast-track the procurement procedure in Central Armed Police Forces (CAPF)s in the current financial year:



i. Clubbing of Provisioning Sanction with Authorization. Now there are only two stages i.e. authorization-cum-provisioning sanction and expenditure sanction against earlier three stages for procurement.

ii. Power of approving Qualitative Requirements (QRs)/Trial Directives (TDs) has been delegated to Directors General of Nodal (DsG), CAPFs.

iii. Trial of samples once conducted during the tender process for technical evaluation will have validity of 1-2 years to avoid recurrent trials.

iv. Delegated financial power of DsG, CAPFs has been enhanced from Rs. 1 Crore to Rs. 5 Crore under budget head Information Technology (IT) and for procurement of items for trial purpose from Rs. 1 Crore to Rs. 2 Crore.

v. Special DG/ADG in charge of Provisioning in CAPFs shall head the meeting of Tender Purchase Committee (TPC) instead of DsG, CAPFs.

vi. Delegated financial power of DsG, CAPFs have been further delegated to lower functionaries (till the Commandant) for procurement of stores under the various provisioning heads.

vii. DsG, CAPFs have been delegated financial power for procurement of motor vehicles for their newly raised units/establishments up to Rs. 20 Cr. in each case.

viii. CAPFs have been allowed to invoke 100% tolerance clause under ongoing contract and upto 100% repeat order clause under successfully execution of original contract of CAPFs.



This was stated by the Minister of State for Home Affairs, Shri Hansraj Gangaram Ahir in a written reply to a question in the Lok Sabha today.

Union Home Minister Shri Rajnath Singh chairs review meeting of CAPFs

The Union Home Minister Shri Rajnath Singh here today reviewed the administrative issues of Central Armed Paramilitary Forces (CAPF) at a high level meeting.

While taking stock of the recruitment and promotion procedures of the CAPFs, Shri Rajnath Singh called for initiation of special mechanisms for reducing delays and fast-tracking recruitment process.

The Home Minister also gave directions for improving the availability of housing and medical facilities to the CAPFs with a view to enhance the living conditions of the forces, especially those serving in the remote and far-flung areas.

Shri Rajnath Singh called for making available at least a sum of one crore rupees from various sources put together to those families of Jawans who made supreme sacrifice in the line of active duty.

The Minister of State for Home, Shri Kiren Rijiju, Home Secretary, Shir Rajiv Gauba and Senior officials of Ministry of Home Affairs and CAPFs attended the meeting.

Meeting on recruitment, promotion and vacancy position in CAPFs & Delhi Police

Meeting with the Director(s) General of Central Armed Police Forces and Commissioner of Delhi Police today at North Block, New Delhi.

During the meeting, the vacancy position, various issues related to direct recruitment and promotion to different posts in Central Armed Police Forces and Delhi Police were discussed.

While taking the stock of the vacancy position and recruitment procedure of the Central Armed Police Forces, Called for initiation of special mechanisms for reducing the delays and fast tracking the recruitment activities in time bound manner.

On the progress made by the Central Armed Police Forces in recruitment during last two years and also desired that departmental promotion should be processed at the earliest within powers vested to respective Director(s) General of the Central Armed Police Forces and Delhi Police.

Vacancies mostly of constables.

Reviewed the recruitment process in central armed police forces (CAPF) on Tuesday and asked officials to expedite filling up 55,000 vacant posts in the forces.

Of the total vacancies, 21,000 posts were lying vacant in the Central Reserve Police Force (CRPF), while there were 16,000 vacant posts in Border Security Force (BSF). These vacancies mostly of constables arose in the past 12 months.

Taking stock of the vacancies and recruitment procedure for the paramilitary forces and the Delhi Police during a high-level meeting, special mechanisms to fast-track the recruitment activities in a time-bound manner.
