But all the western media headline changed to COVID rule breaking, while the headline is not exactly factually incorrect, but it presumably designed to mislead the reader to think that this will happen to you if you break COVID rule in China.

Just google "covid rule breakers china" and you will see plenty of western media with that headline. I see it in social media like tweeter too.
