Could it be... Pence himself?
Because US politicians often show strong public indignation toward the groups/entities from which they receive private support.
This is a well-known tactic in politics in US. If I were a US person, I would strongly doubt Pence's sincerity.
If someone is irrationally hateful to another entity, this means they have come connections.
Perhaps, just like Russia, China also wants its own selected high officials in the US.

It would cost absolutely nothing to give lip service and the Americans would tear each other apart for being China's tool.

They will never be sure who really elected their next president.
