Vietnam, US to bolster ties

The 20th anniversary of diplomatic ties between Vietnam and the US in 2015 presents an occasion to further their relations, stated US President Barack Obama while receiving the newly-accredited Vietnamese Ambassador, Pham Quang Vinh, on February 23.

The bilateral comprehensive partnership established during State President Truong Tan Sang’s visit to the US in July, 2013 created a framework for reinforcing the affiliation between the two nations, especially in economics, security, maritime capacity, climate change response and environmental protection, education, and human rights, he said.

Noting that Vietnam-US ties have seen impressive growth over the past two decades, President Obama said the US hopes to bolster the relationship both bilaterally and regionally, including collaborating on the conclusion of the Trans-Pacific Partnership and the promotion of common interests in stability and prosperity in the Asia-Pacific region, he said.

The US President also expressed his hope that the two nations will continue strengthening their friendship and mutual understanding, while addressing their differences in an open and straightforward manner.

For his part, the Vietnamese ambassador highlighted the value of the economic partnership in the growing bilateral ties, as the US is now the leading partner and export market for Vietnam with trade reaching 36 billion USD in 2014.

Meanwhile, affiliation in science and technology also saw a breakthrough with the effective civil nuclear cooperation agreement, he said, adding that partnership in education and interpersonal exchange have expanded with over 16,500 Vietnamese students studying in the US, the highest number among the ASEAN countries in the North American nation.

Bilateral defence-security cooperation has also strengthened with the US loosening its weapon trade embargo with Vietnam, said the diplomat. He also noted that both countries have effectively collaborated at multilateral forums in the region and internationally.

Looking forward, the two sides will look to cooperate in politics, defence, security, science and technology, education and interpersonal exchange, said the ambassador.

He held that both sides share a common strategic interest in the successful development of the ASEAN Community and promotion of the association’s central role in shaping regional structures.

Vietnam and the US should also work closely in regional forums, including the East Asia Summit, the Asia-Pacific Economic Cooperation forum, the ASEAN Regional Forum, the ASEAN Defence Ministers’ Meeting, the Lower Mekong Initiative, and United Nations forums, he suggested.

The ambassador also took the occasion to convey State President Truong Tan Sang’s open invitation to President Obama to visit Vietnam this year, proposing that both sides prepare for Party General Secretary Nguyen Phu Trong’s visit to the US in the coming time.-VNA

Anyway, USA gave Vietnam nearly 1 billion dollars for HIV patients treatment. Much more for AO issue.
Annually, Vietnam immigrants in USA transfer nearly 8 billion dollars back to Vietnam for investment and buying houses.

I have no idea how much they must pay to us.

Good, its time for VN-US to understand more abt each other, then US will find out that we need a sub-Mekong union just for protecting ourselves, not to become a mini hegemony that may harm US interest in Asia like what they thought abt VN in 1979

US should help Vn to complete our goal that was cancelled in 1979 and we (sub-Mekong union) will help US to contain China for good :pop:

Update to U.S. export rules expected to streamline U.S.-VN nuclear trade
VietNamNet Bridge - The US Department of Energy/National Nuclear Security Administration has updated the regulation that governs the export of unclassified nuclear technology and assistance, which is expected to streamline US-VN nuclear trade.

The final rule was published in the Federal Register on February 23 and will go into effect on March 25, 2015. Part 810 enables civil nuclear trade by ensuring that nuclear technology and assistance exported from the United States will be used for peaceful purposes only.

The revision was initiated by the agency in 2011 and this final version takes into account comments received from industry, academia, and other interested parties during the four-year rulemaking process.

As the first comprehensive update to the rule since 1986, this revision makes Part 810 consistent with current global civil nuclear trade practices and the president’s U.S. export control reform.

One of the significant changes to the regulation is the addition of Vietnam as a generally authorized destination for the transfer of nuclear technology and assistance following the entry into force of the U.S.-Vietnam Agreement for Civil Nuclear Cooperation, further opening the door for enhanced nuclear trade between our two countries.

Recognizing the importance of nuclear technology in today’s society, the agency has made Part 810 into a regulation that both meets the requirement to ensure peaceful uses of nuclear power and the expanded use of nuclear technology worldwide.

The US plans to provide six modern patrol ships to support Vietnam's rescue and law enforcement missions, an officer said Friday.
Ly V. Thang, head of the defense cooperation office at the US Embassy in Hanoi, said the US and Vietnam are finishing negotiations for the transfer of the vessels, which is expected to take place next year.
US State Secretary John Kerry in 2013 announced a funding package of US$18 million to help Vietnam strengthen maritime security and the US is delivering on that promise, Ly said at a press conference.
He said Vietnam and the US have seen much success in security and defense cooperation over the past 20 years of bilateral relations, including a memorandum of understanding for defense cooperation signed in 2011.
The countries now share commitments for a peaceful and stable Asia-Pacific as well as mutual approaches on dealing with security issues in the region.
Ly said the US Navy Secretary Ray Mabus and a senior officer of the US Pacific Air Forces will visit Vietnam at the end of March.
He said there will be a training session next week to exchange expertise between the US Navy and Vietnamese coast guards as well as some rescue programs for the countries’ armed forces later in the month.
He said the US takes no side over China’s expansion in the East Sea, also known as the South China Sea, but it will call for a stop to any actions which the parties involved consider provocative.

Ted Osius, US ambassador to Vietnam, spoke to more than 500 students at the Vietnam National University in Hanoi on Friday morning, reaffirming the message that “Nothing is impossible” in Vietnam-US relations.
He said the past 20 years have seen major, surprising advancements in the countries’ relations, especially when President Truong Tan Sang and President Barack Obama signed a comprehensive partnership agreement in 2013.
Security and defense cooperation have seen significant developments, so as other sectors, especially in human right issues.
Osius said the annual human right dialogue between the US and Vietnam has brought many results, including Vietnam signing on the UN Convention Against Torture in 2013 and the Convention on the Rights of Persons with Disabilities last year.
The openly gay ambassador also praises Vietnam for becoming more tolerant to the LGBT community.
The country has not recognized same sex marriage yet, but has lifted a ban and penalties for it.
He said the legal adjustments that expand individual freedom will be very important to the success of Vietnam.
Osius said there are going to be a lot of high-ranking visits from both sides, which will help maintain straight and open dialogues on all concerning matters.
In particular, General Secretary Nguyen Phu Trong of the Communist Party of Vietnam and Minister of Public Security Tran Dai Quang will visit the US.
This is such a good relationship that hardly anyone in the 1990s could imagine, Osius said.
Osius said “Nothing is impossible” was what his predecessor Pete Peterson, the first US ambassador to Vietnam after the countries normalized relations, told him.
He said Vietnam and the US can use that as a motto to keep improving their relationship.

US allows VN to enrich uranium on our own soil so that we can build some nuke in emergency case, even JP is not allowed to do that :pop:

We wish to have many things for our security.
Based on the level of aggression our big neighbor is, below is some of them:
1. Medium range ballistic missiles with "great warhead"
2. Stealth supersonic bombers with "great bombs"
3. Submarines with "great surface to land missiles"
and airborne too.
