Data for Vietnam is not fully included in the international database or reports due to a lack of consistency in the response pattern of some performance data; the OECD cannot yet assure full international comparability of the results (OECD, 2019b).

They should release the raw data for us to analyse then. Not only Vietnam took part, but Cambodia, Laos and Myanmar data is excluded.
