With the United States's pivotal to Asia, the support of Silk Road really means the support of China. Japan and Philippine are on the anti-China sides. They show no interest in AIIB and "One Belt, One Road" programs. Japan is actually eager to sabotage these programs, even though United States is not doing any sabotages. United States' pivotal to Asia program polarizes many ordinary program. It is forcing Asian Countries to choose China or United States. Many Asian countries, supporting China including India, just want to show their independence and their ability to withstand US pressures.

Financial Cooperation and Diplomacy don't always goes hand in hand. Especially when you can bat for both side in finance, but you usually take one in diplomacy.

Take Australia as an example. Australia support AIIB, internationalize of Yuan, and have a Free Trade Agreement with China, that does not mean the Aussie is batting for China in case of diplomacy.
